The Federal Roads Office invests millions of francs to maintain and improve the road networksnational. In this context, a targeted and transparent communication to all target groups is required to create membership and understanding for these important projects that keep the network in an optimal state of security. Estavayer-le-Lac subsidiary of FEDRO is looking for a communication agency that can support the project owner in the implementationproject communication (writing of texts, production of videos, images, photography, back-office website and web content, etc.).
Main Site: Agent's office, construction sites (GE-VD-EN- JU-JUBE-NE) and the OFROF subsidiary F1 in Estavayer-le-Lac (seances).

The Estavayer-le-Lac subsidiary of FEDRO is looking for a communication agency that can support the project owner in the implementation of theproject communication (text writing, video production, images, photography, back-office website and web content, etc.).
The following information / certifications must be filed at the same time as the offer file unless that it be specified otherwise. Otherwise, the offer will not be evaluated. Bidders are requested to use the tender document delivered with thetender documents to order the evidence.
Q1 technical capacity of the tenderer
Q1.1 Bidder's reference
A tenderer's reference to a project of comparable complexity in the same area of expertise, already completed, indicating the period, the overall investment of the project, the services provided and the interlocutor (principal) authorized to provideinformation.
Q1.2 Subcontracting
50% maximum of the service may be provided by subcontracting.
Q2 economic and financial capacity of the bidder
Q2.1 Turnover
The annual turnover of the tenderer is equal to or greater than twice the annual amount of the contract.
Q2.2 Documents to be submitted
Documents to be submitted with the tenderer's tender:

- justifications of the current payments for the LPP,
- professional liability insurance certificate (s) for damages and amounts of cover as specified in the draft contract.

A reference for the corresponding communication in an equivalent function or in a fonan equivalent project for a project of comparable complexity, indicating the function, the period, the amount of the tenderer's fees and the overall cost of the project, the phases carried out, the services performed and the principal's interlocutor authorized to provide information
Q3.2 availability
Evidence that the availability of the correspondent communication, the assistant of the correspThe communication, of the editor / translator fr / all, of the webdesigner / content manager for the mandate of this invitation to tender is greater than or equal to the availability required by the contracting authority. Evidence for this criterion:
- amount of financial offer
Elements of judgment: the prix for the evaluation is the amount of the offer with discount, without discount and without VAT, after inspection by the representative of the MO and correction of arithmetic errors. The price evaluation is carried out according to the following method: the maximum score (5) is attributed to the lowest price bid. Offers, whose price is 100% or more higher than the lowest bid, keep the score 0. In between, the evaluation is linear and takes into account the hundredths;
