The Council wishes to establish an agreement for the provision of Neighbourhood Network Schemes (NNS) within the constituencies of Hall Green and Hodge Hill. Neighbourhood Network Schemes are locality and constituency based networks which enable engagement with and investment in community assets. This is for the purpose of supporting older people to connect to individuals, groups, organisations, activities, services and places in their neighbourhoods. This approach is integral to the new community social work model and the overall investment by adult social care and health in 'Prevention First' approaches. The procurement process and contract will be divided into 2 geographical lots based on constituencies, to be awarded on the following basis:

Suppliers can express an interest for 1 or both lots. The maximum value of the Contract Notice covers potential extension period (contract will be for 21 months with option to extend for a further 12 months based on performance and/or available budget.

This procurement falls under Chapter 3, Section 7 of the Public Contract Regulations 2015 (social and other specific services) In this case, the procurement process will be based on the open procedure route. However, as is allowable with procurements that fall under the light touch regime, the process conducted by the Council will differ in some ways from the requirements set out in Regulation 29. There will be an initial selection stage (due diligence assessment), with suppliers failing this stage not taken through to the tender evaluation stage. Registration and use of in-tend is free.
