Provision of medical services for the Brussels and Luxembourg medical practices and the European Parliament's creches in Luxembourg

To assist in the management of the Luxembourg structures (ECC 2 and ECC 5 creches), the European Parliament needs to call on the services of a specialist in the field of paediatrics (cf. lots 1 and 2) and psychomotricity (lots 3 and 4).
Main Site : Creche CPE 2, 1, rue Albert Borschette L-1246 Luxembourg Kirchberg, Luxembourg.
Forecast volume of maximum annual services 170 hours.
The services include (non exhaustive list):
Implementation of a general services programme:
a) admission visits: these visits will take place before a child is admitted to the creche. At the end of this visit, the paediatrician will give or refuse authorisation for the child to attend the creche;
b) monitoring the progress of each child in the creche, by means of a quarterly paediatric check-up (weighing, measurement, vaccination monitoring, etc.);
c) examining sick children, presented by nurses;
d) telephone advice;
e) visits if there is a specific problem;
f) cooperation with the creche nursing staff, in the above context, ;
g) advice to nurses and the management team on problems or difficulties identified by them or at the request of the European Parliament;
h) contact with other health professionals and services outside the creche;
i) contact with other paediatricians under contract with the Parliament and the search for uniform care arrangements in the various creches placed under the responsibility of the European Parliament;
j) contact, in connection with the abovementioned functions, with parents, in particular at the request of the European Parliament;
k) continuous updating of the creches' medical protocols as well as current recommendations on any medical subject concerning the creches (vaccinations, allergies etc.), depending on the state of knowledge;
l) liaison, in connection with the abovementioned functions, with the operations manager and with the representative of the "Working Time and creches" unit (administrative body of the European Parliament, supervisory authority and responsible for the creche).
The tenderer must meet at least one of the following conditions:
a) be enrolled on the professional or trade register, except in the case of an international organisation (registration with the medical association);
b) for the service contracts, have a special licence proving that it is authorised to carry out the contract in the country in which it is established, or be affiliated to a specific professional organisation (authorisation to practice).
