Special Operations with Wireline / Slickline Equipment

1) Bidders, associations, third partiesactors and subcontractors should not be found in the situations provided for in art. 177, 178 and 180 of Law no. 99 / 2016. It will complete the DUAE including its associates, third-party supporters and subcontractors.

The supporting documents demonstrating the fulfillment of the undertaken by completing the DUAE are to be submitted, at the request of the contracting entity, by the tenderer ranked on the first• The tenderer ranked first after application of the award criterion for admissible tenders shall provide proof of non-compliance in exclusion situations by submitting, at the request of the contracting entity, the following information and documents:

(2), art. 180 par. (2), art. 184 of Law no. 99/2016 or any document considered as enforceable according to art. 181 of Law no. 99/2016,

- any document considered as edifying, iin the country of origin or in the country in which the tenderer / candidate is established, such as certificates, criminal records or other equivalent documents issued by the competent authorities of that country.

If, in the country of origin or in the country where the tenderer / the candidate is established, no documents of the kind mentioned above are issued, or the documents do not cover all situationsprovided for in art. 177, 178 and 180, the contracting entity accepts a declaration on its own responsibility or, if in that country there are no legal provisions relating to the declaration on its own responsibility, an authentic declaration made before a notary, an administrative or judicial authority or an association professional who has competencies in this respect.

Ranking in one of the sitesprovided for in Art. 177, 178 and 180 of Law 99/2016, leads to the exclusion of the bidder in the present proceedings.

To view theassigned to the SEAP, economic operators must have a program required to view the electronically signed files (this program being available free of charge on the websites of the electronic signature providers).

- all certificates and documents issued in a language other than Romanian will be accompanied by the translation authorized in Romanian, - if a notification is submittedor contestation, as the case may be, the provisions of Law no. 101/2016,

- the clarification requests of the potential bidders will exclusively address SEAP in the "Questions" section of the award procedure by electronic means and the responses to them will be published in SEAP, in the "Documentation and Clarification" section "in the tender notice, enthe contracting party will not respond to the requests addressed by another means of communication than the one established in accordance with the provisions of art. 78 par. (1) of the Law no. 99/2016 for post-tender submissions.
