Conclusion of a framework contract for the provision of paper edition and distribution services and preparation of an electronic version of scientific publications submitted to the University of Lodz Publishing.

1. The subject of the order is the witnessthe publication and distribution of the paper version and the preparation of an electronic version of scientific publications reported to the University of Łuk-w Publishing House:

Main Site: The place of implementation will depend on the location and address of the Contractor. The NUTS code is given for the location of the Ordering Party

The subject of the order is the service of publishing scientific publications submitted to Uniwers Publishing Houseof Lodz in the field of humanities: Polish philology, foreign philology, cultural studies, journalism, librarianship. • The contracting authority foresees that around 80 publications with an average volume of about 15 publishing sheets will be published for the duration of the framework contract. These quantities are estimates. The actual range will result from the appearance of pOrdering Party. The exact description of the subject of the order (individual publications) will be specified in the Implementing Orders.

7.1. The Contractors may apply for the award of the contract, who:

7.1.1. They are not subject to exclusion,

7.1.2. They meet the conditions for participation in proceedings regarding: a) competence or entitlements to conduct a specific professional activity, if it results from separate transfersOrdering Party waives the condition in this respect.

b) economic or financial situation, the contracting authority will consider that the Contractor meets the condition if it proves that he has financial means or creditworthiness in the amount not less than PLN 100, 000.00 in the period not earlier than 1 month before the deadline for submitting bids

NOTE: For contractors who show WednesdayIn financial currencies in currencies other than PLN, the Employer will calculate their value at the average NBP exchange rate as of the date of publication of the notice on procurement in the Official Journal of the European Union. If, on the day of publication of the contract notice in the Official Journal of the European Union, the National Bank of Poland does not publish the average exchange rate of the given currency, the first published mean shall be used as the basis for the conversionn the currency rate of the National Bank of Poland after the date of publication of the contract notice.

c) technical or professional capacity - the Employer will consider that the Contractor meets the abovementioned condition in the subject of the order, if:

Part 1: The Employer will consider that the Contractor meets the condition if he presents in the list referred to in point 9.5.6. at least 60 publishing services (60 titles) in the field of humanitiesof: Polish philology, foreign philology, cultural studies, journalism, librarianship (the scientific publication should be understood as a monograph presenting the results of author's scientific research, names of reviewers printed on the editorial website and critical apparatus, footnotes, bibliographies, indexes) made over the last 3 years before the deadline for submitting offers and if the period of the departmentis shorter in this period,

Part 2: The Employer will consider that the Contractor meets the condition if he presents in the list referred to in point 9.5.6. at least 60 publishing services (60 titles) in the field of humanities and political sciences: history, philosophy, art history, political science, international studies (the scientific publication should be understood as a monograph presentingauthor's scientific research, names of reviewers printed on the editorial page and critical apparatus, footnotes, bibliographies, indexes) made in the last 3 years before the deadline for submission of tenders and if the period of activity is shorter in this period,

Part 3: Employer acknowledges that the Contractor meets the condition if he presents in the list referred to in point 9.5.6. at least 60publishing services of scientific publications (60 titles) in the field of social sciences: economics, management, sociology (scientific publication should be understood as a monograph presenting the results of author's scientific research, names of reviewers printed on the editorial website and critical apparatus, footnotes, bibliographies, indexes) within the last 3 years before the deadline for submission of bids and if-the period of activity is shorter in this period,

Part 4: The Employer will consider that the Contractor meets the condition if he presents in the list referred to in point 9.5.6. at least 50 publishing services (50 titles) in the field of legal, administrative and interdisciplinary sciences with application of legal sciences. (the scientific publication should be understood as a monograph presenting the results of scientific researchh author / s, names of reviewers printed on the editorial page and critical apparatus, footnotes, bibliographies, indexes) made in the last 3 years before the deadline for submission of bids and if the period of activity is shorter in this period.

- along with their value, the subject (ie titles, names of authors, their academic degrees and scientific centers, at which they are affiliated), dates of completion and entities for which services have been performed, and attaching evidence that these services have been duly performed, where the evidence referred to are references or other documents issued by the entity for which the services were performed, and if for a justified reason of an objective nature the contractor is unable to obtain these documentsin the contractor's statement.

NOTE !!!

In the case of contractors jointly applying for the order, the condition must be met in full at least one of the contractors.

C2)

PART 1: The Employer will consider that the Contractor meets the condition, if he presents in a list about which referred to in point 9.5.7 at least two editors whose names appear on at least 10 scientific publications in Polish from thethematic esu, which includes part 1, as an editor and one editor, whose name appears on at least 5 scientific publications in English from a given scope.

PART 2: The Employer will consider that the Contractor meets the condition, if he presents in the list referred to in point. 9.5.7 at least two editors whose names appear on at least 10 scientific publications in the languageto Polish in the thematic scope, which includes part 2, as an editor and one editor, whose name appears on at least 5 scientific publications in English from a given scope - PART 3: The Employer will consider that the Contractor meets the condition if he presents in a list about which referred to in point 9.5.7 at least two editors whose names appear on at least 10 publicationsin the Polish language from the thematic scope, which includes part 3, as an editor and one editor, whose name appears on at least 5 scientific publications in English from a given scope

SECTION 4: The Employer will consider that the Contractor meets the condition, if he presents in the list referred to in point 9.5.7 at least two editors whose names appear at least10 scientific publications in Polish in the thematic scope, which includes part 4, as an editor and one editor, whose name appears on at least 5 scientific publications in English from a given scope

7.2. The Contractor may, in order to confirm compliance with the conditions of participation in the proceedings, in appropriate situations and in relation to a particular order, or part thereofor the financial or economic standing of other entities, regardless of the legal nature of the legal relationship that it has with it.

8. The grounds for exclusion

8.1. The contractor is excluded from the public procurement procedure in respect of which any of the circumstances referred to in Article 24 sec. 1 item 12-23 Lipsyou.

8.2. Additionally, the Employer will exclude the Contractor based on art. 24 sec. 5 point 1 of the Act:

8.2.1. In relation to which the liquidation has been opened, the system approved by the court in the restructuring proceedings provides for the satisfaction of the creditors by liquidation of its assets or the court ordered the liquidation of its assets pursuant to art. 332 par. 1 of the Act of 15/05/2015 - Restructuring Lawyjne (Journal of Laws of 2017, item 1508 with later amendments) or whose bankruptcy was announced, with the exception of the Contractor who, after the bankruptcy, concluded an arrangement approved by a final court decision, if the arrangement does not provide for the satisfaction of creditors by liquidation of the bankrupt's assets, unless the court ordered the liquidation of his property in accordance with art. 366 para. 1 of the Act of 28.2.2003 - Bankruptcy Law (D.z.E. from 2017 item 2344 from d.)

8.3. The Contractor's exclusion takes place in accordance with art. 24 sec. 7 of the Act.

Each contractor joining this proceeding must provide a bid bond in the amount of PLN 60, 000.00 (in words: PLN sixty thousand). However, the deposit was divided into individual parts. The Contractor is obliged to pay a deposit appropriate to the parts on which he submitsertę, i.e .: C Part 1: PLN 16, 000.00 (say: PLN sixteen thousand);

Part 2: PLN 16, 000.00 (say: PLN sixteen thousand);

Part 3: PLN 16, 000.00 (PLN say: sixteen thousand zlotys);

Part 4: PLN 12, 000.00 (in words: PLN 12 thousand).

The amount of the bid bond paid by the contractor should also include any costs associated with the bank commission for transferring the amount inadium to the account indicated by the ordering party.

11.2. The bid security should be submitted no later than until the deadline for submitting offers
