The subject of the order is the selection and delivery of chemicals supporting sludge dewatering processes at the Hajdow Sewage Treatment Plant in Lublin during 24 monthsfrom the date of the contract or until the quantity is exhausted (260, 000 kg), whichever comes first. The subject of the order includes the selection and delivery of polyelectrolyte in powder state for drainage of digested sludge.

The subject of the order is the selection and supply of chemicals to supportsludge dewatering processes at the Hajdow Sewage Treatment Plant in Lublin.

The subject of the contract includes the selection and delivery of powdered polyelectrolyte for dewatering digestate sludge.

1. Sludge properties:

The digestate is dewatered inBasic system on two decanter centrifuges from Gea Westfalia, type UCF 466-00-35 with a maximum capacity of up to 35 m / h. In the basic system, two centrifuges use one flocculant station with a maximum capacity of 4, 000 liters per hour. The equipment is in operationexpected amount of digestate: about 310 250 m / year (max. 10 858.75 Mg dm.). During the contract period, i.e. within 24 months, 620, 500 m (max. 21, 715.5 Mg DS)

2. Expected quantity of polyelectrolyte to be delivered: polyelectrolyte in powder state 260, 000 kg / 24 months.

3. The contractor sets the deadline for polyelectrolyte selection trials with Daniel Wojtowicz, stSpecialist of the Faculty of Heat and Power Engineering, tel. 081 531 26 18 or 695 655 708 between 7am - 3pm Monday to Friday.

5. Technical tests for the selection of polyelectrolyte will start 25 days before the deadline for submitting offers. Proposals of the deadline for the technical test of the polyelectric selectionlithium can begin to be submitted from the date of publication of the contract notice. The availability of the deadline for the polyelectrolyte selection test is determined by the order of applications. Due to the manner and time of testing the samples, it is determined that the last technical test for the selection of polyelectrolyte will take place 10 days before the date of submission of offers.

6. The Employer enables the Contractor before carrying out a technical testlaboratory tests of digested sludge from the Hajdow Sewage Treatment Plant. The test can be performed in a laboratory located in the sewage treatment plant.

7. The Contractor will provide the Ordering Party with a chemical agent (polyelectrolyte) for the technical test in the amount necessary to carry out the test, however not more than 200 kg (active substance) in big-bag packaging or bags(10 25 kg) with a safety data sheet.

8. The duration of the technical test the Employer specifies 8 hours. In the event of equipment failure, which prevents the performance of the sample, the Employer may extend the duration of the sample and change the sampling hours provided that the minimum time intervals between hourly sampling (minimum 30 minutes) are observed. In this case, they do not changeapplicable rules regarding the set parameters of the device. / h digested sludge on one centrifuge indicated by the Employer.

Employerreserves that in the event of equipment failure during the test, the test will be continued on another centrifuge, which will be connected to the flocculant station to which the centrifuge was connected, on which the test was started.

9. The date of the technical test previously agreed by the Contractor and the Employer will be confirmed by the Contractor by e-mail 48 hours before its start. In the case of brato confirm the performance of the sample, the Employer will not allow its implementation.

This procedure for the award of a public contract is conducted under an open tender in accordance with Act Pzp. Employer in accordance with art. 24aa of the PPL Act, will first evaluate the offers and then examine whether the Contractor whose offer has been assessed as the most advantageous, is not subject to exclusion and meets the conditions for participation in the procedure.

Contractors who demonstrate no grounds for exclusion from the award procedure may apply orders referred to in art. 24 paragraph 1 ustawy Pzp, subject to art. 133 section 4 of the Public Procurement Law, according to which in the procedure for awarding a sectoral contract, the Contractor is not subject to exclusion in the case referred to in Art. 24 paragraph 1 point 13 lit. d, and in the case referred to in art. 24 paragraph 1 point 14, if the person referred to in this provision has been convicted of an offense mentioned in art. 24 paragraph 1 point 13 lit. d.

About itContractors who demonstrate no grounds for exclusion from the contract award procedure as referred to in Art. 24 paragraph 5 of the Public Procurement Law in the scope of items 1) 2) and 4) 8).

In order to demonstrate the lack of grounds for exclusion from the contract award procedure and to confirm compliance with the conditions for participation in the procedure, Contractors are required to submitdocuments, in the event of joint application by two or more Contractors for the award of the contract, none of the Contractors may be subject to exclusion and for each of them must be shown:

1. Single European Order Document (EAT) submitted in electronic form with a qualified electronic signature and then together with the files constituting the offersę compressed into one archive file (ZIP) as a preliminary confirmation that the Contractor is not subject to exclusion and meets the conditions for participation in the procedure, drawn up and completed in accordance with the Regulation on the Single European Procurement Document to the extent consistent with Annex No. 2 to IDW.
