SUPC awards and manages Framework Agreements on behalf of its members and the members of participating purchasing consortia. The framework will be awarded for 36 months plus 1 option to extend by up to 12 months. Spend through the existing SUPC agreement is approximately 50 000 000 GBP per annum. There is however no guaranteed level of expenditure on this Agreement; the competitiveness, level of service offered, and marketing effort of the chosen suppliers will be a large factor in determining how many institutions support the Agreement. The tender is split into 12 lots as detailed in the background Information section of the Invitation To Tender (ITT). Bidders should read this documentation and the Instructions tab of each relevant Appendix carefully before completing the tender documentation. Bidders should make certain to comply with the process requirements for completion and submission of the tender response as non-compliant tenders will be rejected. The entire tender process will be conducted electronically and suppliers will need to register their interest online at: https://in-tendhost.co.uk/supc. All documents will be issued and will need to be returned online. Therefore suppliers are reminded to be careful that they submit all correspondence and their returns for the right tender as there may be multiple SUPC tenders on In-tend. The Southern Universities Purchasing Consortium (SUPC) is an operating unit of Southern Universities management services, a company limited by guarantee. Registered in England and Wales No 2732244. Registered Charity No 1042175. Some institutions are not public bodies within the meaning of the PCR 2015. They may advertise their contracts in the OJEU on a voluntary basis and without prejudice to their freedom to depart from the rules set out in the procurement legislation. Their aim is to apply best tendering practice and secure the best value outcome for the institution. The approach to calling-off from the Framework Agreement will vary but must be in accordance with the guidance set down in the Framework Agreement and the Public Contract Regulations 2015. It is anticipated that call-off from this Agreement could be made in a number of ways: undertaking a further competition to select the most economically advantageous tender when the Member has specific requirements for any or all lots (members may use an electronic auction as part of their further competition). This includes aggregated further competition Here requirements from multiple members may be grouped together and issued to suppliers by way of a further competition — where the terms laid down in the Framework Agreement are sufficiently precise, members can award directly to the highest scoring bidder without re-opening competition — by undertaking a "desktop" exercise to determine the most economically advantageous tender for any or all lots (by adjusting the award criteria weightings according to their individual requirements within the limits set within the Framework Agreement) volume and the exact identity of the products will be identified by the buyer as and when required. Scope is estimated, however there is no commitment under this Framework Agreement. This contract is related to a project and/or programmer financed by European funds: bidders should note that individual transactions made by universities through framework suppliers may be funded by EU funds.
