Procurement of piping material for Helen Ltd's Mustikkamaa heat accumulator

The delivery comprises of three different pipe material acquisition lots (Lot 1, Lot 2, Lot 3) for Mustikkamaa cavern heat accumulators. Lot 1 is the titanium (Grade 2H, 3.7035) pipes for the diffusor piping of the heat accumulator. The Lot 2 is the process piping of the accumulator circuit which will be quoted in SMO254 (1.4547) and the Lot 3 is the same process piping as in Lot 2, but it will be quoted in Super duplex (1.4410). The contract is devided into three lots. See "Other information". The scope of supply must be delivered to a specified location in Finland stated by the Purchaser (or Customer) by autumn 2019. The schedule will be defined more closely at the later stage of the bidding competition.
Lot 1 is the diffusor piping of the heat accumulator. The material of the diffusor pipes is titanium Grade 2H (3.7035). The lot comprises of approximately 300 m of DN350 pipes and 50 pcs DN350 flanges. Also, in the Lot 1 there is a small amount of DN200 piping (25 m) and reducers between pipe sizes DN350 and DN200 (12 pcs). The bolts, nuts and washers required for the flanges are also included in the Lot 1 and are required to be made of corresponding material as the pipes, titanium Grade 2H. Flanges shall be manufactured and dimensioned according to EN 1092-1. Material of the flanges shall be titanium Grade 2H (3.7035). All parts shall be manufactured to fulfill same material specification and requirements as tubes in Option 1 or 2. The manufacturing of butt-welding pipe fittings shall fulfill the requirements of EN 10253-3. Optionally titanium pipes can be quoted in seamless (Option 1) or welded (Option 2) pipe.
Option 1: Seamless tubes:
Tube — ASTM B861-14 — 300 m Titanium Grade 2H — 355, 6 x 3, 96 mm
Tube — ASTM B861-14 — 25 m Titanium Grade 2H — 219, 07 x 2, 77 mm
— analysis of chemical composition shall be made for finished product according to Section 7.1,
— testing of mechanical properties shall be executed at 120 C,
— ends shall be plugged / covered.
Option 2: Welded tubes:
Tube — ASTM B862-14 — 300 m Titanium Grade 2H 3 355, 6 x 3, 96 mm
Tube — ASTM B862-14 — 25 m Titanium Grade 2H — 219, 07 x 2, 77 mm
— analysis of chemical composition shall be made for finished product according to Section 7.1,
— testing of mechanical properties shall be executed at 120 C,
— ends shall be plugged / covered,
— metallographic examination of longitudinal weld shall be executed on every test unit. After examination the specimen shall be delivered to the customer.
For both options:
Customer or third party authorized by customer is justified to monitor the manufacturing and testing processes including material analysis.
Customer or third party authorized by customer is justified to conduct to carry out non-destructive testing at any time during the manufacturing process.
Testing carried out by customer is not to be included in testing required by given standard.
Testing carried out by customer will be made at the customer's expense. For every product inspection document Type 3.1 (EN10204) is required. The design and the maximum operation temperature of all the pipes is 108 C and the design pressure for all the pipes is 16 bar. The Purchaser will purchase lot 1 and reserves a right to purchase either lot 2 or lot 3 according to his own decision. See "Other information".
The Supplier shall, before the agreement is signed, give following valid documents (no older than 3 months) in Finnish or in English:
1) extract from the Trade Register or relevant verification acc.to the tenderer's local legislation;
2) a certificate of taxes paid from the supplier's local tax authority or an account that a payment agreement has been made on overdue tax payments;
3) certificates of pension insurance and payment of pension insurance premiums or an account that a payment agreement has been made on overdue pension payments;
4) a description of the collective agreement used;
5) copy of the occupational injury insurance;
6) a description of occupational health care (see websites: https://www.tilaajavastuu.fi/en/act-on-the-contractors-obligations-and-liability-when-work-is-contracted-out/).
The Supplier shall comply with the provisions of the Act on Posting Workers (447/2016). If there were posted workers, the Supplier shall set (before signing the contract) a representative in Finland, who shall have an address in Finland and who speaks Finnish. The Supplier shall deliver (before singing the contract) among others certificates of accident and pension insurances of the posted workers working at the purchaser's site in Finland.
The Tenderer Candidate shall have sufficient economical and financial conditions to accomplish the project described in this EU announcement. See "Other terms of the call for tenders".
