Copying A4 and A3 format for the penitentiary system

The contracting authority will conclude a public procurement framework agreement for the supply of copying paper - A4 format A3, for a period of 48 months, with only one economic operator, and the subsequent contracts will be concludedcarried out by the penitentiary units benefiting from the National Administration of Penitentiaries, according to the annexes attached to the tender book. The framework agreement will be concluded by the contracting authority: Supply, management and repair base, according to art. 11 par. (9) of H.G. no. 756 / 26.11.2016 "The Supply, Management and Repair Base is a Public Procurement Unit-centralized centralized procurement for the National Administration of Penitentiaries and its subordinate units and provides personnel, goods, works and services necessary to carry out activities specific to the Ministry of Justice and the Penitentiary Administration System and Art. 3 par. Main Site: National Administration Headquartersof the penitentiaries and of the beneficiary penitentiary units, according to the annexes 1 and 2 attached to the tender documents.

Minimum frame agreement - 2 300 charts, maximum frame agreement amount - 4 141 charts.

Minimum follow-up contract - 120 tops, quantity maximum follow-up contract - 375 tops. Value of the largest subcategory contract - 6 825 RON.

Information and formalities necessaryto assess compliance with the above mentioned requirements:

1) Requirement: Tenderers, supporting third parties and subcontractors must not find themselves in the situations provided for in art. 59 60, 164, 165, 167 of Law no. 98 / 2016.

Mode of accomplishment: the economic operators participating in the award procedure will be filled in by the economic operators with information related to their situation. Documents justifywhich prove the fulfillment of the undertaken by completing the DUAE, will be presented at the request of the contracting authority only by the tenderer ranked first in the intermediate rankings drawn up at the completion of the evaluation of the bids.

With the DUAE, Form 1 will be posted; : Certificates regarding the lack of overdue debts, regarding the payment of taxes, taxes or account(local budget, state budget, etc.) at the time of the presentation

For Romanian legal / natural persons documentary evidence, namely certificates confirming the payment of taxes and duties to the budget, shall be provideddid not consolidate the local budget, and for foreign legal / physical persons will be presented editorial documents issued by the competent authorities of the country of residence, proving the fulfillment of the outstanding debts due to the state budget and the local budget, according to the legislation of the country of residence at the time of filing these documents. Documentel(1) Failure to comply with the offer (including the Associate / Third Party Promoter) causes it to be rejected as unacceptable ; 2) The following documents will be submitted together with the DUAE: the firm commitment of the third party, from whichthe effective manner in which its support, the subcontracting agreement and / or the association agreement will be materialized, as the case may be. The beneficiary penitentiary units reserve the right to resize the minimum and maximum of the subsequent contracts, depending on the allocated resources and needs, up to the maximum amount of the framework agreement.the award notice contains a minimum set of specific information on estimates of the minimum and maximum quantities that may be required throughout the whole framework agreement as well as estimates of the minimum and maximum quantities that could be the subject of a single subsequent contract are to be assigned during the framework agreement, we underline that these amountthe minimum and maximum rates which the contracting authority initially establishes in the awarding documentation and subsequently in the framework agreement are estimates of quantities that may be required throughout the entire framework agreement and not the exact quantities to be purchased, be smaller, equal or higher than expected, depending on the actual needscontracting authority. Consequently, corroborating the provisions of art. 20 par. (8) lit. f) with those of art. 108 par. (1) of H.G. no. 395/2016, the contracting authority has the right to conclude subsequent contracts for a quantity additional to the maximum amount stipulated in the framework agreement whenever it intends to purchase the products / services / works that are subject toof the framework agreement, provided that the cumulative value of all such contracts does not lead to circumvention of the application of those provisions of the law imposing obligations on the contracting authority in relation to certain value thresholds. ^ If two or more tenders are ranked the first place with equal scores, the tie will be made taking into account the score obtained at the factoassessment in descending order of their weight. If the equality is maintained, the contracting authority has the right to request new financial proposals and the winning bid will be the one with the lowest financial proposal.
