The purpose of the contract is to operate the parking lots located on Enghien-les-Bains.

The market relates to the operation of parking lots located in Enghien-les-Bains.

In application of the provisions of Articles 48.50 and 51 of Decree No. 2016-360 of 25.3.2016 for the public markets, the candidate (or each co-contractor in case of consortium and the subcontractors) will send in support of his application, the following documents:

- documents relating to the powers of the person authorized for the - if the candidate is in receivership, a copy of the judgment (s) pronounced for that purpose, - by derogation from article 9 of the-CCAG-FCS, a certificate of insurance justifying that it is assured, and up to date of contributions, from an insurance company notoriously solvent if its professional liability is jeopardized, for all the activities inherent in the normal exercise of his profession as defined by the laws governing it, and of exploitation against the pecuniary consequencesthe civil liability that may be incumbent on him or her as a result of material, immaterial and bodily damage that may be caused to the public body as well as to third parties for any event occurring within the framework of this contract, and particularly because of its personnel, or its products,

Criteria:

- price = 55%,

- technical value of the offer = 10% of which material and human resources (number, qualification, experience of the team and of the dedicated interlocutor, missions of each speaker, hourly share forr each activity for market execution - 5%, date of payment of the receipts of the community (Article 4.5 CCAP) - 2, 5%, - quality and relevance of the operating report proposed by the candidate, and established from the model attached to the DCE -2, 5%,

- quality of the offer with regard to the service rendered to the users = 30% whose means implemented to assure the continuity of the service, andin particular the modalities of organization of the disaster -15%,

means of communication implemented to optimize the diffusion of information relating to the operation of the service (schedules, tariffs, modalities of payment ...) - 5%,

proposals made to improve the quality of the service (music, atmosphere, equipment evolution, promotion of multi-modality, use of suchepeage ...) -10%,

- sustainable development = 5%; Appreciate the environmental aspect, especially with regard to waste management, the limitation of pollution, and, on the social aspect, on the modalities of implementation of the social inclusion clause of the art. 4.6 of the CCAP.
