Framework Agreement — Refrigerated Transport of Vaccines for Folkehelseinstituttet (the Qualification Phase)

Folkehelseinstituttet (the Norwegian Insitute of Public Health) is responsible for the Norwegian Vaccination Programme and the vaccination coverage in Norway. Folkehelseinstituttet delivers all vaccines to Norwegian child health clinics, doctors surgeries, pharmacies and wholesalers (henceforth referred to as clients). We need to enter into a framework agreement with 1 provider of refrigerated transport of the vaccines.

The framework agreement must cover Folkehelseinstituttet`s requirement for distribution of vaccines to clients and basically for the entire country. There are approx. 4 000 clients located all over Norway who order the products in accordance with requirements. Fixed delivery patterns are not applicable. The vaccines are products that must be kept refrigerated and must be distributed at temperatures of 2-8 C. The method of distribution is dependent on the location. The vaccines can be distributed by using active refrigerating cubes, refrigerating vans or passive refrigerating packaging (to be tempered by the chosen provider). Requirement 1: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement: Norwegian tenderers: company registration certificate. Foreign companies: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Requirement 2: tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement: the requirement must be documented with a credit rating based on the last known fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
