Special and protective clothing for navigational and aviation personnel

Reference Number: A-10654

The object of the contract is the purchase of special protective clothing for navigational and aviation personnel, required for equipping the troops from the military units subordinated to the General Staff of the Forcesof the Romanian Airlines.

Main Site: U.M. 01991, loc. Ariceștii Rahtivani, Targșoru Nou village, Prahova county.

Fire-resistant summer flight suit.

Quantity = 350 pcs. (pieces).

Requirement no. 1 failure to comply with the provisions of art. 164, art. 165 and art. 167 of Law no. 98/2016, regarding public procurement.

The method of fulfillment: the supporting documents proving the fulfillment of thoseassumed are made by completing the DUAE, following that the documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority by the tenderer declared successful at the end of the evaluation of the bids (Form no.1 is used). Bidders are also required to comply with the provisions of the "Instructions for Bidders" documentwhich is part of this award documentation.

Requirement no. 2. presentation of the certificate confirming the payment of taxes and fees to the general consolidated budget and to the local budget from which the lack of outstanding debts at the time of filing it can be shown

Completion mode:

1) DUAE will be presented, completing the related sections requirements;

2) For pRomanian legal / physical persons will be presented supporting documents, respectively the certificates that confirm the payment of taxes and taxes to the general consolidated budget and the local budget, and for foreign legal / natural persons, will be presented building documents issued by competent authorities in the country of residence, through that prove the fulfillment of the due payment obligations you havetaxes to the state budget and the local budget, according to the legislation of the country of residence. The mentioned documents will be presented only at the request of the contracting authority by the tenderer declared winner at the end of the evaluation of the offers. Also, the bidders are obliged to comply with the provisions of the "Instructions for bidders", a document that is part of the presentof the award documentation.

Requirement no. 3 presentation of the "Declaration on the avoidance of conflict of interest for the bidder / candidate / associate bidder / subcontractor / third party supporter" (declaration regarding non-compliance with the provisions of art. 60 of Law no. 98/2016).

Fulfillment mode: the Single European Procurement Document (DUAE) will be completed according to art. 193 of Law no. 98/2016 all the documents requested by the contracting authority will be submitted by the tenderer by electronic means in SEAP, signed with an extended electronic signature based on a certificate of qualificationliver, according to Law no. 455/2001, republished, regarding the electronic signature. Documents issued in a language other than the Romanian language will be presented in the language in which they were issued, accompanied by an authorized translation of them into the Romanian language. All documents will have, besides the signature, clearly mentioned the full name of the person signing. Bidders are also required to comply with the provisionsthe areas from "Instructions for bidders", a document that is part of this award documentation.

Requirement No. 1 A. Proof of registration as a legal person will be presented the certifying certificate issued by the Trade Register Office, attesting that the bidder is authorized to perform activities similar to those that are the subject of this acquisition (the object of the contract trit must have a correspondent in the CANE code from the certifying certificate issued by ONRC).

Lots 1, 2, 3, 4, 5, 6, 7, 8, 9. Annual general turnover. Requirement no. 1 turnover. The tenderer must demonstrate that he has achieved a global turnoverslightly equal to the estimated value of the lot (s) for which the tender is submitted (380 800, 00 RON excluding VAT lot 1, 553 000, 00 RON excluding VAT lot 2, 168 000, 00 RON excluding VAT lot 3, 66 000, 00 RON excluding VAT lot 4, 131 000.00 RON excluding VAT lot 5, 367 500.00 RON excluding VAT lot 6, 226 850.00 RON excluding VAT lot 7, 188 100.00 RON excluding VAT lot 8, 262 500.00 RON excluding VAT lot 9) and againthe global turnover will be demonstrated for the last 3 years (2016, 2017 and 2018). In case the tenderer was established or started its economic activity less than 3 years ago, it will be considered to present the information corresponding to the effective period of activity. Failure to comply with this requirement will result in the exclusion of the tenderer from the contract award procedurecommunity. The bidders who have to convert other currencies than lei into euros will use the average annual exchange rates established by the NBR for the years: 2016 4.4908 RON, 2017 4.5681 RON, 2018 4.6535 RON.
