CPV Description: Natural gas - Regular supply of compressed natural gas for supply to the heating system of the ChAE - Varna

CHP features: Natural gas methane - compressed, with a calorific value of not less than 8 000 10 000 kilocalories per cubic meter.

The pressures of the supplied natural gas (methane - compressed up to 20 MPa)

Quality requirements:

The delivered CNG must meet the requirements and standards set forth in the Ordinance on the quality of liquid fuels, the conditions, the order and the way of their control, the requirements of the Clean Air Act, as well as all other applicable requirementsof the current regulatory framework of the Republic of Bulgaria - according to BDS or equivalent. The calorific value certificate for the delivered CGC is provided.

The estimated annual gas quantity is 200 hm for the duration of the contract 4 years. The Assignor is not bound by delivery of the entire estimated quantity. The indicated volume is approximate and depends on the seasonal needs of the contracting authority according to the meteorological circumstances

The condition for the delivery of the CNG is at the site: ChAE - Varna. The supplier is obliged to arrange a transport at destination of the supply in Varna - Varna 9003, "Asparuhovo" District, 1, "William Froud" Str. The supplier has the obligation to always position the bottling groups on and to include them the gas distribution board (GRT). Measurement of exhausted gas takes place at a certified costodomer owned by the supplier. It should be installed in a panel (GI) near the boiler room of the ChAO - Varna.

CNG supplies are carried out on a regular basis upon request of the contracting authority or upon confirmation on the part of the supplier. The deadline for executing written requests or confirmations of the assignor is 12 (twelve) hours from receipt by the supplier.the pump evaluates and offers a reserve of fuel so that the boiler works continuously for 5 (five) days a week and 7 (seven) hours per day, taking into account the maximum burner hourly consumption.

The supplier undertakes to provide aggregate information on the delivered CGQ quantities

The price must include all costs for compression, transport, loading and unloading, etc. to DRT on the territory of the ChAE - Varna. Payment is made within 10 days of submission of the supplier's invoice for the delivered gas quantities during the previous month.

Transmission and acceptance are performed after installation based on the Transmission Receipt Protocol (PPP), signed without remarks by representatives of both parties.

Optional delivery requirements:

In view of the uninterrupted work-of the central heating system of the ChAE - Varna and the possibility of degraded meteorological conditions during the winter months it is advisable for the supplier to install a technical system for remote reading of the quantity of CNG in order to be able to quickly assess and propose the next supply

For the same reasons, it is desirable that the filling station, which is used by the supplier, is in the region. Varna or its neighborsor - Shumenska, Dobrichka or Bourgas.

The participant must meet the requirements for personal status under Art. 54 and Art. 55, para. 1, items 1 and 2 of the PPA - Participants declare that their offers have been prepared in compliance with the obligations related to taxes and social security, environmental protection, employment protection and working conditions

Performance guarantee - guarantee, ensuring fulfillmentof the contract amounting to 5% of its value shall be submitted by the selected contractor in 1 of the forms referred to in Art. 111, para. 5 of the Public Procurement Act. 104, para. 2 of the PPA evaluation of the participants' technical and price proposals will be carried out before examining the documents for compliance with the selection criteria.
