Vehicle Liability Insurance Services for Vehicles of Subordinate Units of the Air Force Staff

The scope of the framework agreement is the acquisition of motor third party liability insurance for vehicles belonging to units subordinated to the Air Force Staff for pThe main site: UM 01836 OTOPENI.

Trailers, semi-trailers with a maximum authorized mass: between 3501 and 10000 kg.

The maximum quantities of the frame agreement, according to Annex no.1 to CS.

Estimated value excluding VAT (in figures only): 25.160, 00 Currency: RON

The minimum amount of the largest subcategory contract is: 1 month of insurance

The quantity mthe highest subsequent contract is: 694 months of insurance.

Estimated value excluding VAT of the largest subsector contract: 13, 880.00 Currency: RON.

GP is 0.99% of the estimated value of the framework agreement for each lot, specified in Annex B-lots. GP for all lots is in accordance with Appendix B -Lots. GP in another currency, will be related to a conversion courseby the BNR, on the date of publication of the SICAP participation notice. GP issued in a language other than Romanian will be loaded into the SICAP, accompanied by an authorized Romanian translation. The validity period of the GP will be at least equal to the minimum validity period of the offer, ie 90 days, with the possibility of extension to the AC demand. GP is constituted by bank transfer to IBAN account: RO03TREZ4215005XXX005477, opened at the Ilfov Treasury, or through a guarantee instrument issued under the law of a bank shock or a shock of assigment, which is not in special situations regarding authorization or supervision, under the conditions of the law. The proof of GP creation will be submitted by loading into SICAP until the date and time limit for submitting bids entered in the AP in the amount, form and periodthe validity required by the awarding documentation. GP must be irrevocable and issued in favor of UM 01836 Otopeni. The guarantee instrument must stipulate that the payment of the participation guarantee will be executed unconditionally, ie at the first request of the beneficiary on the basis of his / her statement regarding the guilt of the guarantor and shall be submitted to the highest contracting authoritylater than the date and time limit for the submission of tenders. In the case of the submission of bids, GP should be formed on behalf of the association and mention that it covers all members of the group of operatives jointly. AC has the right to retain the GP, the bidder losing the amount set up, when the latter is in the following situations: a) withdraws the offer during the period of its validity; c) ohis / her fertility is established, he / she refuses to sign the public procurement contract / framework agreement during the period of validity of the offer.

The guarantee of good execution is constituted under the conditions of art. 39 of GD no.395 / 2016. The performance guarantee is in LEI in the amount of 5% of the value of the contract without VAT. The guarantee of good execution of the contract is costly according to the provisions of art.39 paragraph (3) and art. 40 of H.G. 395/2016, respectively within 5 working days from the date of signing the contract, by bank transfer or by a guarantee instrument issued in accordance with the law by a banking company or by an insurance company, which becomes an annex to the contract. If the tenderer has been set up or has started his economic activity for less than 3 years, the presentation of the information corresponding to the actual period of activity shall be considered. Failure to comply with this requirement results in the exclusion of the bidder from the assignment procedurecontract. and the overall annual turnover will be demonstrated for the last 3 years (2015, 2016 and 2017). Failure to comply with this requirement results in the exclusion of the tenderer from the award procedure. Tenderers who need to convert currencies other than lei into euro will use the annual average exchange rates established by the NBR (for the years 2015-4, 4450 RON and 2016 RON 4, 4908, 2017 - RON 4, 5681).

(a) Possibility to withdraw or change the offer: No offer can be withdrawn after the deadline for submission specified in the tender notice under sanctiunits exclusion from the procedure for the award of the public acquisition contract and the loss of the participation guarantee.
