Framework contract for the technical control of construction on the CEA Cadarache Center
Reference Number: B19-1097-CYB
The purpose of this framework contract is to define the conditions under which the CEA entrusts the holder, who accepts, the provision of technical control services for heritage maintenance activities, renovatinew facilities or constructions on the CEA Cadarache Center. These services are declined according to 2 different types of missions:
Main Site: CEA site of Cadarache.
In a general way, the missions of control can relate to the following construction operations:
- maintenance work necessary to ensure security of persons and property,
- works of artmaintenance necessary for the maintenance of buildings and infrastructures, - modifications of building structures, - new construction works, - installation or modification of equipment. - 1) technical control missions Regulation:
1.1) basic missions:
- Solidity of works and elements of equipment indissociable,
- S conditions of safetye) persons in construction;
1.2) complementary missions:
- PS security of people in buildings in case of earthquake,
- P1 solidite works and elements of equipment not inseparably linked,
- the solidity of existing,
- AV stability of neighbors,
- PH sound insulation of buildings,
- TH thermal insulation and energy savings,
- Hand accessibilite cconstructions for handicapped persons,
- BRD transport of stretchers in buildings,
- ENV mission relating to the environment,
- HYS mission relative to hygiene and health in buildings,
- F operation of existing,
- CO coordination of the control missions.
The missions are carried out in accordance with the provisions of the NF P 03-100;
2) Missions of technical opinion:
The holder pcould be solicited on the following missions:
- missions isolated on small works or parts of work in the spirit of the regulatory and complementary missions defined above,
- missions of diagnostics on pathologies encountered in buildings and infrastructures,
- missions of control of calculations to the seism or cases of particular loads of climatic type,
- dadvice and assistance to the decision of the contracting authority,
- etc.

Prior meeting and site visit: (see article 3.5 of the consultation rules). visit the site to assess the technical nature, the documentation, the scope of the services to be provided as well as the specific conditions of execution, particularly the constraints related to localization.site, access, working conditions.
A preliminary meeting of presentation of the file of consultation and visit on site is envisaged:
Week 31 by appointment.
The tenderer will have to contact the technical interlocutor of the CEA to establish the formalities of access to the site. He must communicate, at least 7 working days before the date of the visit, the contact details.e) If the tenderer is unable to make himself available on the fixed date, he must contact the technical correspondent of the CEA, in order to agree on another date.
It is specified that this visit presents a mandatory character for the admissibility of the tender.
Each tenderer must bring himself the certificate of visit attached in annex 5 to signcontradictorily by the representative of the tenderer and by the CEA responsible for the visit.
