Acquisition of an integrated HR system with payroll service in BPO

Acquisition of an integrated HRIS. It should cover the following features:

Main Site: Toulouse-Blagnac Airport, CS 90103, 31703 Blagnac Cedex.

Acquisition of an integrated HRIS. It will have to cover thethe following functionalities:

- administrative management,

- careers follow-up,

- payroll,

- training,

- maintenance and competence (GPEC),

- HR management / Reporting,

- portal,

- recruitment / mobility,

- Budget tracking and simulation,

- Electronic safe.

Technical specifications:

- Incoming and outgoing interfaces from SIRH to Octime,

- Outgoing interface from HRIS to IS Financial N / Aus SAP for accounting and for provisions,

- outgoing interfaces of the HRIS to the outside of the company: mutual, foresight, net companies, ...

The current situation

ATB employs approximately 335 employees (including 29 alternating, non-acting and trainee contracts) and its workforce is composed of has 17% of workers and 38% of managers and technicians, 45% of staff on the ConveNational Collective Ground Personal Air Transport (NCCRT).

Today ATB has an HRIS or only GA modules, training and interviews are active.

ATB outsources the production of its payroll through another provider. The 2 tools are not interfaces.

The time management tool (Octime) present in the company will be preserved, and will have to interface with the new HRIS.Expected service water:

- ATB wishes to continue outsourcing the production of its payroll and the set of associated declarations:

- the production of payroll and control,

- the update of the regulations, the legal watch, conventional maintenance,

- individual and collective declarations,

- the production of social declarations (monthly, quarterly and annual),

- the edition-bulletins, enveloping and mailing and / or dematerialisation,

- securing data exchanges (authenticated and encrypted),

- a service agreement defining the obligations of means and obligations of results,

- the recovery data from existing systems, the ability and responsiveness to integrate legislative developments, the ability to-application maintenance, corrective, scalable, etc,

- the guarantee that data hosting and payroll production will not be outsourced to a subcontractor of the provider,

- in the case of cloud services, the data must at least be hosted by the countries advocated by the CNIL and preferably in metropolitan France. Candidates must provide the rules of secapply the technical and organizational aspects of the services they provide, and provide the necessary guarantees that ATB can confirm the level of security and its maintenance over time.

Security of information systems

Candidates should be able to able to comply with the strict security requirements in accordance with the good practices defined inISO 2700x and the ANSSI referentials as well as applicable regulations (RGPD in particular). Candidates will also be required to provide information on the security rules implemented within their own organizations and on the operational methods they intend to implement for ATB.

Planning information:

Start of the project in 2019 for one year. 1 pay in jan2020.

This consultation is a negotiated procedure, as defined in Article 74 of Decree 2016-360 of 25.3.2016 relating to the steps taken by the procuring entities mentioned in Article 4 of Order 2015-899 of 23.7. .2015 relative to the public markets.

Consequently, the consultation consists of 2 stages:

- a call for candidatures,

The applications will be selected according to the following criteria in order of decreasing importance:

- human and material resources available to the enterprise,

- experience of the candidate in contracts or contracts of the same nature and scope,

- financial capacity of the candidate.
