The way it can bethe initial demonstration of fulfillment of the requirement: the European Unique Acquisition Document (DUAE) conf.1993 of Law no.98 / 2016 will be completed by the economic operators participating in the award procedure with the information related to their situation. These documents may be: 1. certificates of non-payment of debts, taxes or contributionsconsolidated budget (local budget, state budget, etc.) ... Information and formalities for evaluating if requirements are met: Information and formalities necessary for evaluating if requirements are met: Ascertaining Certificate issued by O.NR.C. from which the object of activity of the respective economic operator. The subject of the contract must have a correspondent in the CAEN code of the certifying certificate issued by O.NR.C .. Documents submitted by individuals / foreign persons are accepted provided they are in accordance with the legal provisions of the country where the tenderer is resident and are presented in a copy and translated into Romanian, signed and initialed by an authorized translator. The framework agreement will be concluded with a maximum of 5 economic operators submitting admissible tenders. Where two or more offers are placed first, the contracting authority shall ask the tenderers for a new financial proposal and the contract shall be awarded to the tendererwhose new financial proposal has the lowest price, according to art. 138 para. (1), (2) of GD no. 395 / 2016. When two or more offers are totally equal to the financial proposal and are ranked in the same place, for the purpose of the division, the contracting authority requests new financial proposals to them, without this affecting the top positions in the classaccording to art. 138 para. (3) of GD no. 395 / 2016. In the event of the conclusion of a framework agreement with several economic operators with the resumption of competition, when two or more offers have the same total value of the financial proposal and are ranked in the same place, the contracting authority shall mention in the awarding documentation whether makes use of the provisions of paragraph (3) or if it agreeswith all the economic operators ranked on the respective places, the maximum number stipulated in the announcement of participation according to art. 138 para.
