Delivery, by purchase of food products for the needs of home social patronage, kindergartens, nurseries, children's milk kitchens and social institutions with delegated from the state activities on the territory of the municipality of Lom in six lots:

Main Site: Warehouses-of the respective Social Home Patronage, social institutions with state delegated activity, nurseries, children's milk kitchens, kindergartens on the territory of the municipality of Lom - Delivery of meat and meat products, fish, eggs for home social patronage, social institutions with delegated by state activity, cr-ches, children's milk kitchen, kindergartens on the territory of the municipality of Lom on the annex list(Annex A). Quantities of the types of foodstuff in Lot 1 for estimates estimated to be roughly one year (table in annex 3.1)

For proof under item 1: The participant fills in box 5 of Section B: "Economic and financial condition" in part IV: "Selection Criteria" by EEDOP. For all lots: Before signing a public contractthe contracting authority shall require the participant designated as contractor to submit the documents under Art. 62, para. 1, item 4 of the PPL reference to the turnover in the sphere falling within the scope of the contract, if they are not available through direct and free access to the respective national database. Where, for a valid reason, the participant is unable to provide the documents requested by the contracting authority, to prove its economic and financial standing by means of any other document that the contracting authority considers appropriate. Note! On ax. Art. 62, para. 3, the PPL data for the turnover, within the scope of the separate item / lots, covers the last 3 years, depending on the date when the participant was established or started its activity. When I submit my offer, I studyonly the relevant section of EEDOP is filled in.

The assignor removes from participation in the tender procedure a participant when:

1. has been convicted by a judgment which has entered into force, unless he is rehabilitated, for a crime under Art. 108a, Art. 159a-159d, Art. 172, Art. 192a, Art. 194 217, Art. 219 252, Art. 253 260, Art. 301 307, Art. 321, 321a and Art. 352 353e of the Penal Code; has been convicted with ca verdict in force, unless rehabilitated, for an offense analogous to that under paragraph 10.1 in another Member State or third country; there are obligations for taxes and compulsory social security contributions within the meaning of Art. 162, para. 2, item 1 of the TIPC and the interest thereon to the state or the municipality at the headquarters of the contracting authority and the participant, or similar obligations established by an act of a competent authorityin accordance with the law of the State in which the participant is established, unless a deferment, deferral or collateralisation of the obligations or an obligation is made by virtue of an act which has not entered into force. The requirement does not apply in the cases of Art. 54, para. 3 PPL

4. there is inequality in the cases under Art. 44, para. 5 PPL; has been found to have: (a) submitted a document of untrue content, c(b) has not provided the required information related to the verification of the absence of grounds for removal or the fulfillment of the selection criteria; has been found by a punitive decree or a court decision that has enforced a violation of Art. 118, Art. 128, Art. 245 and Art. 301 305 of the Labor Code or similar obligations established by an act of a competent authority under the law of the country in which the applicant or participant is established; there is a conflict of interest that can not be eliminated.

The grounds under 10.1, 10.2 and 10.7 refer to the persons representing the participant, the members of the management and supervisorybodies and other persons who have the power to exercise control over the decision-making of these bodies. The grounds for removal shall be applied in accordance with Art. 57 of the Public Procurement Act - Proof of the lack of grounds for removal is carried out under the procedure of Art. 58 of the Public Procurement Act - The documents proving the lack of grounds for removal of the participant (submitted before the signing of the contract) are:a certificate from the municipality at the seat of the contracting authority and of the participant; - a certificate from the Registry Agency for insolvency and liquidation; - a certificate from the bodies of the Executive Agency "General Labor Inspectorate" Specification: Participant for whom there are grounds under Art. 54, paragraph 1 of the Public Procurement Act, has the right to provide evidence that it has taken measures to ensure its reliability, despite the appropriate justification for removal. For this purpose, the participant can prove that: he has repaid his obligations under Art. 54, para. 1, item 3 of the Public Procurement Act, including accrued interest and / or fines, or that they are deferred, deferred or secured; has paid or is in the process of paying compensation due for any damage resulting from the crime or offense committed by him; it is-clarifying the facts and circumstances by actively cooperating with the competent authorities and fulfilling specific prescriptions, technical, organizational and personnel measures to prevent new crimes or violations.
