Among the problems identified in the community, most of the respondents signaled the need to receive health services. that the vast majority of adults in households do not have a job, they do not benefit either dit's medical insurance. Moreover, some of the investigations they would need are not subsidized from the health insurance budget. Another problem faced by the population in the marginalized community is that of the difficulties encountered when requesting specialist medical help. Health measures to assess health will be outsourcedIt is provided with a health assessment package consisting of: - Clinical medical services, - Medical analyzes,

- Logistics.

The medical services package includes the following Medical Investigation: Health Status Assessment, Investigation Recommendations and Compilation Paraclinic Medical Report, General Clinical Examinationrare clinical findings Clinical Medical Report), psychological opinion (intelligence coefficient, behavioral tests, personality tests), ophthalmologic examination (optic correction), gynecological examination, electrocardiogram (ECG), ENT exam (audiogram) visual and visual field, chromatic view), abdominal ultrasound screening (liver, cholecystect, gall bladder, pancr(bladder, spleen, kidneys, abdominal vessels), medical examinations, Babes Papanicolau (cytodiagnostic - vaginal discharge), displacement at the recipient's premises, logistics. 58 61 of the Law no. 98/2016. The contracting authority has the obligation to exclude tenderers from the award procedure, third-party supporters and subcontractors found in the situations referred to in art. 58 61 of Law 98/2016. The way in which the fulfillment of the requirement can be demonstrated: It will be completed by all economic operators participating in the award procedure with the information related to their situation. Tenders submitted by all economic operators have the obligation to be accompaniedof the DUAE form, under the sanction of its rejection as unacceptable under Art. 137 par. (2) lit. b) HG 395 / 2016.

The bidder / third party / subcontractor must not find himself / herself in the situations stipulated in art. 164, 165 and 167 of Law 98/2016. Methods of fulfillment and applicability in the procedure:

(a) Economic operators (leader / associate / bidder / subcontractorentrant / third party supporter) will complete and present the DUAE with the information related to their situations based on art. 193 par. (1) of Law 98/2016. The supporting documents proving the fulfillment of the assumed by completing the DUAE will be submitted, at the request of the contracting authority, by the economic operator ranked I after the application of the award criterion.(a) the criminal record of the economic operator / third party / subcontractor as evidenced by the certificate issued by the ONRC. For foreign legal persons, equivalent documents shall be accepted; (b) documents demonstrating that the economic operator may benefit from the derogations provided for in-art. 166 par. (2), art. 171 of Law no. 98/2016 regarding public acquisitions, (c) tax attestation certificate (debts to the general consolidated budget) and the fiscal attestation certificate (debts to the local budget) or equivalent documents showing that the tenderer / third party / subcontractor has no debts outstanding at the time of their presentation, (d) other documentsThe contracting authority accepts that it is sufficient and relevant to demonstrate that the tenderer / third party / subcontractor does not fall into one of the situations referred to in art. 164, 165 and 167, any document considered to be edifying from this point of view, in the country of origin or in the country where the tenderer / third party / subcontractor issuch as certificates, criminal records or other relevant documents issued by competent authorities in that country. In the case where in the country of origin or in the country where the bidder / third party / subcontractor is established no documents of the nature mentioned above are issued or the documents do not cover all the situations stipulated in art. 164, 165 and 167, authority cthe contractor has the obligation to accept a declaration on his / her own responsibility or, if in that country there are no legal provisions concerning the declaration on his / her own responsibility, an authentic statement given to a notary, an administrative or judicial authority or a professional association The economic operator (the bidder / leader / associate / third partythe supplier / subcontractor) should not be in a situation of conflict of interest and / or unfair competition.

The manner of fulfillment and applicability in the procedure: The economic operator (the bidder / leader / associate / third party / subcontractor) will present the DUAE form which confirm that the economic operator is not in any of the situations stipulated in art. 59 and art. 60 of Law no. 98/2016 on public procurement.
