The subject of the order is the performance of servicesfor Pomeranian micro, small and medium enterprises in the field of providing information on foreign markets, researching the possibilities of entering companies with their products on these markets, searching for foreign business contacts and support in establishing business relationships.
Main Site: Gdańsk, Dubai
In the scope of part 1 the services provided will concern the United Arab Emirates Emirate Dubai market.Enterprises covered by the services of the Foreign Broker: PEEKABOO Łukasz Kuć - the products offered are children's clothing for children under 10 years, a key segment of children from 12 months to 4 years. Clothes sewn from organic cotton yarn.
Additionally, the Ordering Party informs that:
1) The Ordering Party does not allow the possibility of submitting variant offers.
2) The Ordering Party does not provide for the provision of orders about whichnew in art. 67 sec. 1 point 6 of the Public Procurement Law
3) Settlements between the Employer and the Contractor will be conducted in PLN
4) The Ordering Party does not provide for an electronic auction.
5) The Awarding Entity does not provide for the reimbursement of costs of participation in this proceeding, including reimbursement of costs incurred for the qualified purchase electronic signature.
6) The Contracting Authority does not provide for the conclusion of a framework agreement.
7) They orderThe contracting authority does not limit the possibility of applying for a public contract only for Contractors, in which more than 50% of employees are people with disabilities.
9) Proceedings are conducted in Polish.
10) The contractor may entrust execution of a subcontractor's part of the order. The ordering party requires the contractor to indicate the parts of the orderwhich the performance is going to entrust to subcontractors, and subcontractors provided by the contractor.
11) The Ordering Party does not reserve the obligation of the contractor to perform the key parts of the service contract by the contractor.
Contractors may apply for the order:
1) In the case of a civil partnership, the Ordering Party accepts that the Contractors within the meaning of art. 2 para. 11 of the PPL Act, there arecivil partnership, whose participation in the proceedings is treated as joint application for the award of a contract within the meaning of Article 23 par. 1 Public Procurement Law Acts - 2) Contractors acting jointly establish a representative to represent them in the proceedings for the award or representation in the proceedings and conclusion of a public procurement contract.
3) Power of attorney to representativesall Contractors jointly applying for the award of a contract, possibly a co-operation agreement, which will result from this power of attorney, should be drawn up in electronic form and signed with a qualified electronic signature. 4) Contractors jointly applying for the contract are jointly and severally liable for the performance of the contract .
5) The offer must besigned in such a way that it would bind all contractors acting jointly.
6) All correspondence and settlements will be made with the contractor acting as the proxy of the other (leader).
7) In the case of selecting the offer of Contractors jointly applying for the order, the Ordering Party may request concluding an agreement on public order for the provision of a regulation agreementcooperating with these entities.
8) The Contractors jointly applying for the award shall submit the Bid Form together.
9) In the case of contractors jointly applying for the award of the contract, the conditions set out in para. 1 point 1.2. contractors must meet jointly, except that each of the conditions set out in 1 point 1.2. point 1 lit. a and lit. b must meet at least one of them in fullContractor.
The Employer will exclude contractors from the procedure:
1) who have not demonstrated fulfillment of the conditions for participation in the proceedings, referred to in Chapter V SIWZ sec. 1 point 1.2 of the SIWZ,
2) who will not prove that they do not have the conditions specified in art. 24 sec. 1 point 12-23 Pzp.
Employer in accordance with art. 24aa of the Public Procurement Law, informs that it provides for the possibility of first of all assessing the offert, and then examine whether the Contractor whose tender was rated as the most advantageous, is not subject to exclusion and meets the conditions for participation in the procedure.
The bid must be secured with a bid bond covering the value of the offer:

The bid bond should be submitted before the deadline for submitting bids.
1. In order to confirm the fulfillment of the conditions for participation in the proceedings set out in Chapter V and to demonstrate the absence of grounds for exclusion, the Contractors must submit with the offer the following statements and documents:
1) valid as of the date of submissionoffers a statement in the scope indicated in the ToR. The information contained in the statement will constitute preliminary confirmation that the contractor is not subject to exclusion from the proceedings and meets the conditions for participation in the proceedings. This declaration is submitted by the contractor in the form of a single European order document (hereinafter referred to as EED) drawn up in accordance with the specimen of the standard form set out in thean executive order of the European Commission issued on the basis of art. 59 par. 2 of Directive 2014/24 / EU.
2) In the event of a joint application by the Contractors, a statement (EED) referred to in item 1 is submitted by each of the Contractors jointly applying for the order. This statement is to confirm the fulfillment of the conditions for participation in the proceedings and the lack of grounds for exclusion to the extent to whichEach contractor demonstrates fulfillment of the conditions for participation in the procedure and no grounds for exclusion. 3) A contractor who refers to the resources of other entities in order to demonstrate the absence of grounds for exclusion and fulfillment to them in so far as it relies on their resources, conditions for participation in the procedure, submit a declaration signed by them (EAT), referred to in point. 1 regarding these entities
4) the obligation of the third party referred to in Chapter V, para. 4 points 1 and 4 of SIWZ, if the contractor relies on the resources or situation of the third party.
2. Contractor, within 3 days from the date of placing on the Purchase Platform information, referred to in art. 86 par. 5 of the Public Procurement Law, is obliged to provide the Employer with a declaration of affiliation or braku belonging to the same capital group as referred to in art. 24 sec. 1 point 23 of the Public Procurement Law. Along with the submission of the statement, the Contractor may provide evidence that links with another contractor do not lead to distortion of competition in the contract award procedure (template for the declaration is Annex 5 to the Terms of Reference).
3. The ordering party, before granting the order, will call the Contractor whom he / she ordersthe offer was rated the highest, to submit current information on the day of submitting:
1) from the National Criminal Register in the scope specified in art. 24 sec. 1 point 13, 14 and 21 of the Act, issued not earlier than 6 months before the deadline for submitting bids;
2) statements of the contractor about the lack of a final court decision or final administrative decision on defaulting from uistaxes, fees or social security or health insurance premiums or - in the event of issuing such a verdict or decision - documents confirming payment of such receivables with possible interest or fines or conclusion of a binding agreement regarding repayment of such receivables - Annex No. 8 to the ToR;
3) the contractor's statement about the lack of a decision against hima preventive measure to prohibit applying for public orders, in accordance with the model attached as Appendix No. 9 to the ToR, - 4) documents regarding the third party, in order to demonstrate the lack of grounds for exclusion (listed in paragraph 3, points 1-3) and fulfillment, to the extent that the Contractor refers to its resources, the conditions for participation in the proceedings if the contractor relies onresources of the third party;
