This is a framework agreement with single-beneficiary order in application of articles R. 2162-1 to 14 of the French Public Order Code (PAC), goes through the procedure adapted in accordance with ArticleL. 2123-1 and R. 2123-1 a 3 of the CCP). An advance of 10% will be granted to the holder under the conditions set in the SCC, this rate is reduced to 20% if the holder is an SME. Overall payment period: 30 days in the event of payment period being exceeded, the rate of interest applicable will be equal to the refinancing rate of the European Central Bank, plus 8 points alump sum compensation for recovery costs of EUR 40 (Decree n 2013-269 of 29.3.2013). Duration of the contract: firm period: from the date of notification for a period of 1 year. Renewal n 1: from the end of the period of the firm period, for a period of 1 year. Renewal n 2: of the end of the period of renewal n 1, for a period of 1 year. Renewal # 3: the end of the termof the renewal period n 2, for a period of 1 year. Negotiation: in accordance with Article R. 2123-5 of the Public Procurement Code, the Contracting Authority reserves the right to conduct a negotiation phase after the submission of tenders, with candidates having submitted an appropriate, regular and acceptable offer. The negotiation will be open to a maximum of 3 candidates. The negotiation pWe will focus on all the criteria. A negotiating letter will be sent to the candidate via the platform PLACE and in response will be expected an additional memorial 5 working days after receipt of the negotiating letter. Nevertheless, if the offers are satisfactory, the contract can be awarded on the basis of initial offers without negotiation.
