Selection of operator for printing and delivery of food vouchers to BNR employees
The subject of this procurement is selection of operator for printing and delivery of food vouchers to BNR employees. The Contractor shall, at the request of the assignor, print and provide food vouchers with statutory protection that meet the requirements of Art. 22, para. 2of Ordinance No. 7 / 9.07.2003 of the Minister of Labor and Social Policy and the Minister of Finance.

The contractor must, at the request of the assignor, print and provide food vouchers with normatively established food meeting the requirements of Art. 22, para. 2 by NaOrder 7 / 9.07.2003 of the Minister of Labor and Social Policy and the Minister of Finance.
Estimated volume of food vouchers to be printed for 2020 and 2021 (total) - 66, 200.
The requested food vouchers will be printed with a face value of 5 and 10 BGN.
A detailed description of the subject of the contract is contained in the documentation for participation, section II "Technical specificationsand the requirements for the performance of the public procurement. "
Participants must hold a valid permit to operate as a food voucher operator and to operate as an operator in accordance with Ordinance No. 7 of 9.07.2013 on the Minister of Labor and Social Policy and the Minister of Finance for the terms and conditions for issuing and revoking permits to pursue activities such asoperator of food vouchers and operating as an operator. The circumstance is attested in Part IV, Section A, Item 3 "For Service Orders: Special Permit Required" by the EEOPP, stating that it has a valid permit to operate as a food voucher operator and to operate an activity as an operator pursuant to Ordinance No 7 / 9.07.2003 of MLSP andMoF
The contracting authority does not set requirements for the economic and financial condition of the participants in the procurement.
1. A participant for whom any of the circumstances under Art. 54, para. 1, Art. 55, para. 1, items 1, 3, 4 and 5 of the Public Procurement Act; participant representing a company incorporated in, or controlled by, a preferential tax jurisdictionthis company, as well as an association member, in which one of the members of the association is a company incorporated in, or controlled by, a company with a preferential tax regime; participant for whom any of the circumstances under Art. 69 of the Anti-Corruption Law and the Forfeiture of Illegally Acquired Property, in conjunction with Art. 6 of the Law againstcorruption and seizure of illegally acquired property
The information on the lack or presence of circumstances under item 1 is completed in the EEOPP in Part III, Section A, B, C, D.
2. The contracting authority shall also remove from participation in the procedure:
a) a candidate or tenderer who does not meet the selection criteria or does not fulfill the other condition specified in the contract noticeor in the documentation;
b) a tenderer who has submitted a tender which does not meet: the pre-announced conditions of the contract; rules and requirements relating to environmental protection, social and labor law, applicable collective agreements and / or provisions of international environmental, social and labor law, which are listed in Annex 10 to Art. 115 of the Public Procurement Act;
c) participant, coand did not submit the justification under Art. 72, para. 1 of the PPA or whose justification was not adopted on the grounds of Art. 72, para. 3-5 of the PPL;
d) participants who are related persons within the meaning of - 2, item 45 of the PPL.
