Selection of Operator for Printing and Provision of Food Vouchers for the Personnel of Electricity Distribution North AD of "Electricity Distribution North" JSC.
Main Site: The place of performance of the order is next to the objects of the contracting authority in thethe cities: Varna, Gorna Oryahovitsa, Dobrich, Rousse and Targovishte.
The subject of the public procurement is the selection of an operator to print and provide food vouchers to the staff of Electricity Distribution North AD.
Applicants should have a valid permission from the Minister of the finances for operating as a food voucher operator, issued pursuant to Article 9, Paragraph 4 ofOrdinance No. 7 of July 9, 2003, on the conditions and procedure for issuing and revoking a permit to operate as a food voucher operator and to operate as an operator, and not to be in the procedure for withdrawing the same.
Applicants declare compliance with the selection criterion set out, such as in the EDES Part IV "Selection Criteria", section A "Eligibility" provide information on the issued permitIn the cases of Art. 67, para. 5 or Art. 112, para. 1, item 2 of the Public Procurement Act to prove the circumstance declared in OEDOP, the applicant should submit a copy of the permit to operate as a food voucher operator.
Applicants should have achieved a minimum total turnover, including a minimumflax turnover in the area covered by the contract, calculated on the basis of annual turnover, to the amount of twice the estimated value of the contract for the last 3 financial years, depending on the date on which the tenderer was created or started its activity. Continue. from section III, item 1.4):
A person who participates in the pooling of another candidate cannot represent himself / herself.

Subcontractors:
Candidates are free to use subcontractors, but should be obliged to indicate this circumstance in the EDES and the part of the contract they will be awarded.
Participation of non-resident branches:
Non-resident branch may be independenta candidate in the present procedure, if he or she can submit applications and conclude contracts individually.
Requirements regarding the personal status of the applicants:
Requirements under Art. 54, ap. 1 and Art. 55, para. 1 of the PPL.
Requirements for removal related to the national legislation:
The assignor removes from the procedure a candidate for whom the circumstances under Art. 3, item 8 of the Law on Economic and Financial Relations with Companies Registered in Preferential Tax Regime Jurisdictions, Related Persons and Their Real Owners, unless the Applicant falls within the exceptions under Art. 4 of the Law on Economic and Financial Relations with Companies Registered in Preferential Tax Jurisdictions, Related Persons and Their Degreesreal owners.
Requirements under Art. 101, para. 11 of the PPL.
The candidate is not a related party within the meaning of - 2, item 45 of the additional PPA provisions with another candidate in the present procedure. The contracting authority shall remove from the procedure a candidate for whom the circumstances under Art. 194-208, Art. 213a-217, Art. 219-252, Art. 254a-255a, 256-260 of the CC. The contracting authority removes from the procedurethat candidate, for whom it has been established by a penal decree or court decision, a violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. 3 of the Labor Code (Article 54, paragraph 1, item 6 of the Public Procurement Act). The contracting authority shall remove from the procedure a candidate for whom it has been established by a penal decree or court decision, violation of Art. 13, para. 1 of the Labor Migration and Labor Mobility Act or similar obligations established by an act of a competent authority under the legislation of the country in which the applicant is established (Article 54, Paragraph 1, Item 6 of the Public Procurement Act).
Other items to remove from participation:
Acc. Art. 107 of the Public Procurement Act, except for the grounds under Art. 54 and Art. 55 (in the present case not applicable) of the Public Procurement Law nr. remove by percent:
1. Cand., coit does not respond to the post. selection criterion or not fulfilled any other condition set out in the notice of general application. cf. or in the documentation;
2. candidate an offer that doesn`t answer of:
a) preceding announced usd.
b) rules and requirements related to op. at approx. environment, social and labor. law, applicable collective agreements and / or international provisions. environmental, social and labor. right whichthey are listed in Annex 10;
3. candidate who is not a candidate within the justification under Art. 72, para. 1 or whose offer was not accepted in accordance with Art. 72, para. 3-5 of the Public Procurement Act;
4. Applicants who are related parties;
5. Applicant who has submitted an offer that does not qualify for submission, including form, manner, time and validity;
6. a person who has violated the prohibition under Art. 101, para. 9 or 10.
The procedureof negotiation with a preliminary invitation to participate is conducted in 2 stages:
- Stage 1 "Submission of application. for participation and holding of preliminary selection "and
- II stage" Submission of initial tenders and conducting negotiations with the candidates ".
In case of non-attendance at the appointed time of the representative candidate. (or duly authorized representative) Negotiations with this candidate are not underway and will behas been removed from participation in the procedure.
