Liquidation of illegal garbage dumps located on real estates owned by the State Treasury Property Stock in the province warmińsko-mazurskiego

1. The subject matter of the order is the liquidation of illegal garbage dumps located on real property owned by the State Treasuryin the province warmińsko-mazurskiego.

1. The subject of the order is the liquidation of illegal garbage dumps, also known as wild landfills, located on real property owned by the State Treasury Agricultural Property Stock. The term "illegal garbage dumps" is not defined in the law in force, these are real estate or parts thereof that are notwaste is collected legally. The Waste Act introduces the following methods of waste management:

1) prevention of waste generation,

2) preparation for re-use,

3) recycling and other recovery processes,

4) disposal 2. For the purposes of liquidation of illegal dumps, a draft plan for the elimination of illegal landfills has been made. The draft plan does not only cover illegal highsypisk on plots No. 47/7 within No. 10 of the city of Olsztyn, commune Dywity and plots No. 182/9, No. 182/8 and No. 182/12 within Tomaszkowo, commune Stawiguda and plots No. 142/3 within area 2 of the city of Pasym and No. 106/1 within Siedliska, Pasym commune for which the necessary information about the landfill parameters was estimated on its own and the cost of their liquidation was determined in proportion to the costin the plan of liquidation of illegal dumps specified in the draft plan.

3. The draft plan for the liquidation of illegal landfills includes:

1) documentation from the survey of landfills (including graphic and photographic documentation),

2) information on the size of the area of contaminated property (m2),

3) information on the type and amount of waste deposited and their costs utilization, distance from nthe nearest landfill or disposal site, transport costs, tree felling costs, land exchange costs (where it is necessary), costs of leveling the land, costs of land development and marking of the cleaned area, etc.,

4) technology for the elimination of illegal landfills in including:

a) laboratory testing of stored waste in accordance with the Environmental Protection Lawa,

b) specify in the documentation the waste code and their quantities,

c) perform sozological tests and specify in the documentation the amount of contaminated soil that should be replaced,

d) an indication of how to neutralize accumulated waste and land,

e) determine how to relief to the original condition, and if it is impossible, to bring the relief to the stsimilar to the environment,

f) time necessary to eliminate the illegal landfill,

g) and other information necessary for the proper course of the process of decommissioning illegal landfills.

5. The process of liquidation of illegal landfills, which includes, among others:

1) preparatory work,

2) extraction of pollutants,

3) segregation of pollutants,

4) utilization of pollutants,

5) remediation of pollutantsthe land and land development by sowing grass and marking the cleaned area with a plate informing about the ban on dumping garbage.

6. Documentation of the draft plan for the elimination of illegal landfills is attached as Appendix 7 to the ToR.

7. The order has been divided into 7 parts:

1) Part No. 1 covers real property located in the Działdowo Poviat and consists in the removal of non-gaseous wasteHomesteads marked in the land register as plot No. 104 within Purgałki, Iłowo-Osada commune and plot No. 242/12 within Narzym, Iłowo-Osada commune. A detailed description of illegal landfills is described in Part II of the detailed plan of the plan on pages from 3 to 6.

8. In addition, the subject of the order has been described in Chapter III of the SIWZ, the plan for the liquidation of illegal landfills, which constitutes Annex No. 7 to the ToR and in the draft contract, which constitutes Annex No. 6 to the ToR.

Not applicable - The Contracting Authority informs that pursuant to art. 24aa of the Public Procurement Law, may apply the reversed procedure, according to which it will first evaluate the offers, and then examine whether the contractor whose offer has been evaluated as the most advantageous, is not subject to exclusion and meets the conditions for participation inostępowaniu.
