- Lot 1 - Sailing Boat and engine for the practical training courses required by the N / B Seafarer Safety and Certification Service Ceronav Constanta for the deployment ofpractical training courses for "Recreational Boat Manager", facilitating professional training in real working conditions, as well as increasing the performance of the students by acquiring new skills,
Main Site: The equipment will be delivered at the premises of the purchaser from Aleea Universitatii 48A, Constanta, ROMANIA
Peridoc sailing boat and motor - necessary for displacement and lwatering / water lifting of sailboat and motor on public roads, taking into account that training is done both on the inland waters and on the open sea as well as on maintenance / repairs.
The bidders, the supporting third parties and the subcontractors shall not be present in the situations provided for in art. 59 60, 164, 165, 167 of Law no. 98 / 2016.
The way through caThe following may be demonstrated: - Initial submission and completion of the DUAE by tenderers / candidates (including associates / subcontractors / third-party supporters) as the first proof of non-compliance in exclusion situations and the fulfillment of capacity requirements see DUAE User Guide, developed by ANAP, available at www.anap.gov.ro)
DUAE will loadin the SEAP, in electronic format, signed with the extended electronic signature and only until the deadline stipulated in the tender notice.
The supporting documents proving the fulfillment of the assumed by completing the DUAE are to be presented at the request of the contracting authority only by the tenderer ranked I in the ranking of the bid evaluation. Acesthe documents may be:
1) certificates of absence of overdue debts, regarding the payment of taxes, duties or contributions to the general consolidated budget (local budget, state budget, etc.) at the moment of presentation; foreign legal / natural persons wishing to participate in the procedure will present any editorial documents issued by the competent authorities of the country where-they are residents to prove the fulfillment of outstanding obligations regarding the payment of taxes and social security at the moment of their presentation; 2) the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the respective economic operator or those who have the power to represent, decide or contritateol as it results from the certifying certificate issued by O.NR.C./ constitutive act; 3) as the case may be, documents proving that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law 98/2016 on Public Procurement; 4) other editorial documents, as the case may be.
Concerning the conflict of lawstears and situations potentially generating conflicts of interest, as regulated by art. 59 60 of Law 98/2016, the persons holding decision-making positions within the contracting authority are:

Special Warnings:
1) The failure of the DUAE with the offer (including associate / third party supporter)(2) The following documents will be filed with the DUAE: the firm's firm commitment to the third party, resulting in the effective way in which its sustainability, subcontracting agreement and / or association agreement will materialize, as the case may be .
Non-compliance with the DUAE is the basis for requesting clarification of any inadequateor the information contained in the DUAE sections of the tenderer / candidate as well as of the subcontractor / third party supporter, this being necessary to ensure the proper conduct of the award procedure.

Annual turnover of last annual turnover 3 years, respectively 2015, 2016, 2017. Tenderers will provide proof of the achievement of an average annual turnover for the last 3 years, respectively 2015, 2016 and 2017 at least:
- Lot 1 - 1 030 000 RON without VAT,
- Lot 2 - 281 700 RON without VAT.
Values will be expressed in RON. If the financial statements are drawn up in a different currency, the Inforeuro EUR / foreign exchange rate applicable to that country in December of that year (conversion rate EUR / other currencies applicable per countryyou can consult at: http://ec.europa.eu/budget/contracts_grants/info_contracts/inforeuro/inforeuro_en.cfm).
Ranking of first-ranked bids with equal prices:
If it is found that first-rank offers have equal prices, the contracting authority will require operators through SEAP to send documents containing new prices which willto be filled in SEAP
Application for clarification requests:
Any request for clarification from tenderers must be signed and clearly contain the contact details of the tenderer (name, address, fax, e-mail, telephone, representative legal), including those filed on-line.
Communication and data transmission rules:
Clarification requests will be addressed exclusive in SEAP, in the "Questions" section of the procedure, and the responses to them will be published in the SEAP, at the "Documentation and Clarification" section of the simplified participation notice, the contracting authority will not respond to the requests addressed in another way communication than that set forth in this awarding documentation. Therefore, for transmthe need for clarification requests in connection with the Awarding Documentation, the economic operators must register in SEAP (www.e-licitatie.ro):
- as an economic operator, - as a participant in the award procedure.
For the subsequent posting of tenders :
The evaluation committee will forward requests for clarification of the tender by using the technical facilitiesin the new SEAP. The economic operators will submit the answers to the clarifications and any requested documents during the evaluation of the offers through the new SEAP, the dedicated sections, in electronic format, signed with the electronic signature, according to the provisions of Law no. 455/2001 regarding the electronic signature.
The winning economic operator will open a bank account at one of the uStatement of the Treasury of the State
Presumption of legality and authenticity of the submitted documents: The tenderer assumes sole responsibility for the legality and authenticity of all the documents submitted for participation in the award procedure. has installed a required program velectronic signatures, which are available free of charge on the websites of the electronic signature providers.
