The eligibility criteria listed must be fulfilled and verified in full and without restriction or modification with the submission of the offer, otherwise the offer will not be considered.

- EK1 Economic / Financial Capability:

The supplier has sufficient economic / financial capacity to perform the contract.

- EK2 compliance with procedural principles:

The provider confirms that he himself and the third parties he adopts comply with the procedural principles according to self-declaration sheet of procurement.

- EK3 experience:

The provider has sufficient experience in comparable projects. He has this experience based on 1 referenz in the last 5 years or so. EK3 is also used in the evaluation of the award criterion ZK2. Written proof of the reference with the information required in Part B / Annex B.1 (under EC 3). The reference must fulfill the following criteria:

- Comparable range of services

- Order volume of at least approx. 50, 000 CHF excl. VAT per year,

- The reference object ist is ongoing or may not be older than approx. 5 years,

- For the reference object, the main services of commercial building management must be rendered by the provider in own performance. Subcontractors may be called in for smaller services,

- EK4 Customer proximity:

Guarantee of on-site performance in compliance with the intervention time of ≤ ca. 60 minutes (time of request / offer until arrival at the facility)



EK5 Key knowledge of the language:

The provider is willing to use key persons who communicate in German (spoken and written) and the project results and documentation in German can create and deliver.

Business Conditions: Business shall be conducted in accordance with the General Terms and Conditions of the Federal Government for Service Contracts (Annex 1). Also available at https://www.beschaffung.admin.ch/bpl/en/home/auftraege-bund/agb.html.

Negotiations: Reserved. The demand department does not conduct price negotiationsthrough. Only if special circumstances such as the clarification or concretisation of the requirements require it and the place of demand with the invitation to possible negotiations expressly authorizes it, the offerers are given the opportunity to adjust the prices.

Principles of procedure: The client assigns public orders for services in Switzerland only to offerers, which ensures compliance with health and safety conditions and working conditions for workers, as well as equal pay for men and women. If the service is provided abroad, the provider must at least ensure compliance with the International Labor Organization's core treaty according to Annex 2a VoeB. The self-declaration sheet of the procurement conferenceFederal (BKB) "Self-declaration by the provider on the observance of minimum social requirements" is to be signed (Part B / Annex B.1, under EK2).

Pre-employment: The previous service provider on the site (Universal Gebaeudemanagement AG, Interlaken) is expressly permitted to submit an offer.

Remediation of Appeal: In accordance with Art. 30 BoeB, a complaint in writing to the Federal Administrative Court, PO Box, 9023 St. Gallen, may be filed against this publication within 20 days of the opening. The appeal is to be filed in duplicate and has the request, its reasoning with indication of evidence as wellto contain the signature of the complaining person or his representative. A copy of the present publication and available evidence must be enclosed.
