Components that are the subject of the jump bookdogs will be used directly in experiments with beams of 100 TW and 1 PW, being necessary both for the realization of experimental setups, as well as for alignment and adaptation to specific requirements.
Main Site: IFIN-HH, Str. Reactor no. 30, Măgurele, Ilfov.
Lot 3 consists of:
- mechanical elements of support and actuation, photodiodes.
To demonstrate the fulfillment of the criteria / requirementsr of qualification will be presented, for each lot separately:
1. The sole bidder / the associated bidder / the subcontractor / the supporting third party must prove that it does not fall within the provisions of art. 164 of Law no. 98/2016. In this sense, the sole bidder / associated bidder / subcontractor / supporting third party will complete the DUAE part "Reasons for exclusion" Section A.
The bidder ranked firstplace in the intermediate ranking drawn up at the end of the evaluation of the offers, will present, at the request of the contracting authority, the following edifying documents that prove / confirm the non-compliance with the situations provided in art. 164 above, both for the sole bidder / associated bidder, and for the subcontractor / supporting third party declared in the bid:
- the criminal record of the operatorthe economic operator and the members of the administrative, management or supervisory body of the respective economic operator or of those who have the power of representation, decision or control within it, as it results from the ascertaining certificate issued by ONRC / the constitutive act; - other edifying documents, as the case may be;
2. The sole bidder / associate bidder / subcontractor / third party claimsmust prove that it does not fall within the provisions of art. 165 of Law no. 98 / 2016.
In this sense, the sole bidder / associated bidder / subcontractor / supporting third party will complete the DUAE part "Reasons for exclusion" Section B.
The bidder ranked first in the intermediate ranking prepared at the end of the bid evaluation, will present at the request of the contracting authority, the following edifying documents that prove / confirm the non-compliance with the situations provided in art. 165 above, both for the sole bidder / associated bidder, and for the subcontractor / supporting third party declared in the bid:
A. Romanian legal entities must present certificates of fiscal attestation regarding the fulfillment of the obligations to pay taxes, fees or contributionsto the general consolidated budget (local budget, state budget, etc.), which shows the lack of outstanding debts at the time of presentation of these certificates;
B. Foreign legal entities will present any edifying documents issued by the authorized institutions of the country of origin (tax attestation certificates, criminal records, other equivalent documents, etc.) provingstate that they have fulfilled their obligations to pay taxes, duties or contributions in accordance with the national law of the country of residence of the sole tenderer / associate tenderer / subcontractor / third party or of the country where the sole tenderer / associate tenderer / subcontractor / the supporting third party is established. It must appear from the edifying documents presentedthe lack of outstanding debts at the time of their presentation;
3. The sole bidder / the associated bidder / the subcontractor / the supporting third party must prove that it does not fall within the provisions of art. 167 of Law no. 98/2016.
In this sense, the sole bidder / associated bidder / subcontractor / supporting third party will complete the DUAE part "Reasons for exclusion" Section C.
The bidder ranked firstplace in the intermediate ranking drawn up at the end of the evaluation of the offers, will present, at the request of the contracting authority, the following edifying documents:
- certificates / records / edifying documents that prove / confirm the non-compliance with the situations provided in art. 167 para. (1), both for the sole bidder / associated bidder, and for the declared subcontractor / third party supporterin the offer (if applicable);
- edifying documents proving the fact that the sole bidder / associated bidder, as well as (for) the subcontractor / supporting third party declared in the bid fall within the provisions of art. 167 para. (2), art. 171 of Law no. 98/2016 on public procurement (if applicable)
- other edifying documents, as appropriate;
4. The sole bidder / associate bidderthe / subcontractor / supporting third party must not be found in the situations provided in art. 58-60 of Law no. 98/2016. In this sense, the sole bidder / associated bidder / subcontractor / supporting third party will complete the DUAE part "Reasons for exclusion" Section C.

Note 1: in order to demonstrate the fact that it does not fall into one of the situations provided in art. 164, 165 and 167 of Law no. 98/2016, the bidder ranked first in the intermediate ranking prepared at the end of the evaluation of the bids, will present, at the request of the contracting authority, any building document in the country of origin or in the country where the bidthe agreement is established, such as certificates, criminal records or other equivalent documents issued by the competent authorities of the respective country according to art. 168 para. (1) of Law no. 98/2016, both for the sole bidder / associated bidder, as well as for the third party supporters and subcontractors declarations in the bid.
Note 2: in case the documents mentioned above are not issued in the country of originhygiene or in the country where the sole tenderer / associated tenderer / subcontractor / supporting third party is established, or these documents do not cover all the situations provided in art. 164, 165 and 167 of Law no. 98/2016, the sole bidder / associate bidder / subcontractor / supporting third party will present either a declaration on its own responsibility, or, if in the respective country there are no legal provisions regardingto the declaration on his own responsibility, an authentic declaration given in front of a notary, of an administrative or judicial authority or of a professional association that has competences in this respect.
Special warnings:
1. Failure to submit the DUAE together with the offer (including for the partner / supporting third party) will lead to its rejection as unacceptable;
2. The following ddocuments: the firm commitment of the supporting third party which shows the actual manner in which its support will materialize (annex), the subcontracting agreement and / or the association agreement, as appropriate
Documents to be submitted, at the request of the contracting authority, for demonstration of the chlorine declared in DUAE, will be presented with the mention "according to the original".
Documents in anotherthe language than the Romanian language will be presented in copy with the mention "according to the original".
For each lot, the economic operators that submit the offer must prove a form of registration under the law of the country of residence, which shows that the economic operator is legally constituted, as it is not in any of the situations of annulment of the constitution as well as the factthat it has the professional capacity to perform the activities covered by the contract.
In order to demonstrate the fulfillment of the criterion of capacity to exercise the professional activity, the sole bidder / associated bidder will complete the DUAE in the intermediate ranking drawn up at the end of the evaluation of the offers, willpresent, at the request of the contracting authority, for each lot, the supporting documents proving the fulfillment of those assumed by completing the DUAE, respectively the ascertaining certificate issued by the Trade Register Office at the territorial court, attesting that the object of the contract has correspondence in the tenderer`s activity / the associated bidder / subcontractorfor the part of the contract he is performing. For foreign legal entities, edifying documents shall be presented proving a form of registration in accordance with the legal provisions of the country in which the tenderer is established, which shall show the information requested by the contracting authority. The documents presented must be real / valid on the date of presentation aform thereof. Other minimum information that must be found in the ascertaining document are:
- legal identification data (name, headquarters, unique registration code),
- main and secondary activities,
- legal representatives
Documents that will be presented, in following the request of the contracting authority, for the demonstration of those declared in the DUAE, they will be presented with the mention "according tou original ".
Documents in a language other than Romanian will be presented in copy with the mention" according to the original ".
Note 1: in case of an association, documents will be presented for each of the members of the association. In order to fulfill the requirement, it is sufficient that the object of activity of each member is in accordance with the part of the contract that will be performed.will also take into account the information presented in the document "Instructions to tenderers", attached to the Section "Attached documents" that make up the award documentation from SEAP.
