Main Site: The headquarters of the Ministry of Justice, Bucharest - Description of the public procurement - providing consultancy and expertise services as well as providing software and hardware for the analysis at macro level with a view to developing the new ECRIS case management system.

1) We are asked forthe ranking of the bidders, the supporting third parties and the subcontractors in the situations stipulated in art. 164, art. 165 and art. 167 of Law 98/2016 on public procurement approved with subsequent amendments and completions. Way of accomplishment - presentation of DUAE, bidders will demonstrate the fulfillment of the requirement by completing and presenting the DUAE with information related to their situation. DocumentThe supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be submitted, at the request of the contracting authority, only by the tenderer placed on the first place in the intermediate rankings drawn up at the completion of the evaluation of the tenders

These documents may be: - - outstanding taxes on taxes or duties(local budget, state budget, etc.) at the moment of presentation, - the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the economic operator or those having the power of representation, decision or control within it, as it results from the certifying certificate issued byONRC / Articles of Incorporation, - where appropriate, documents demonstrating that the economic operator may benefit from the derogations provided for in Art. 166 par. (2), art. 167 par. (2), art. 171 of the Public Procurement Law 98/2016, - other editorial documents, as the case may be.

If documents are not issued in the country of origin or in the country where the tenderer / candidate is establishedthe respective documents do not cover all the situations provided in art. 164, 165 and 167, a declaration on own responsibility or, if there is no legal provision in respect of the declaration on its own responsibility, an authenticated statement before a notary, an administrative or judicial authority or an association professional who has skills in this dreams); 2) Tenderers, third parties and subcontractors shall not find themselves in the situations referred to in art. 59 60 of the Law no. 98 / 2016.

The way of ranking the first ranked places with the same score: where two or more offers are placed first, the contracting authority shall ask the tenderers for a new one-financial proposal and establishes the new scoring according to the scoring algorithm for each valuation factor, following to award the contract to the highest scorer - art. 139 par.
