The 12 Municipalities in Digitization Association (DIGIT) have joined forces to implement a joint procurement of an ESDH system as a Service. The tender is executed as a joint tender in accordance with section 123 of the Public Procurement Act and is conducted jointly in the names and on behalf of all the participating contracting entities and the partcontracting entities are jointly responsible for compliance with the obligations under the Public Procurement Act.

The reason for the municipalities agreeing on the task is that the ESDH belongs to the system areas that the municipalities want to harmonize under the auspices of the Digitalization Association. ESDH is a key component of the common IT architecture, and in interaction with the other municipal business systemsr. In addition, ESDH plays an important role in sharing knowledge and ensuring optimal processes, including ensuring a consistent basis for providing good information security.

It is therefore an important template for the joint tender and implementation that it supports Municipalities to capitalize on the efficiency and quality potential of working together. A more uniform IT supportCommunication The municipalities in between provide opportunities for collaborating on application and management of IT solutions.

ESDH system as a Service Required operation of the Supplier, where each municipality has its own installation and will comprise approx. 16 500 users distributed among the 12 municipalities.

The contract also includes establishment services in the form of implementation services relating to clarification phases and-implementation phases and acquisitions relating to education, submission to archives and ad hoc services.

The ESDH system as a Service must support the municipality's administrative processes and procedures, including in connection with the receipt of documents and cases, journalization, agenda handling, workflow management and submission of electronic archives to the State Archives. The ESDH system should also indicate uThe common purpose of the joint offering is that the municipalities carry the same core system based on a common requirement specification for a modern ESDH system (electronic case and document management) and that such a coordinated and uniformly technical - and organizational implementation as possible of the common ESDH system as a service in the municipalities. Including, aThere is a coordinated selection, development and implementation of best practice business processes in key areas. The ESDH system as a Service must also support a number of elements of the Common Communal Framework Architecture.

Refer to the options in section. II.2.11).

The system must be put into service in 3 batches after a joint clarification phase:

- Bulletin 1: July 2019 May 2020with expected commencement date per 1.6.2020 (Greve, Holbaek, Ringsted and Roskilde Kommuner), - - Issue 2: June 2020 April 2021 with expected Commencement Date per. 1.5.2021 (Guldborgsund, Kalundborg, Lejre and Vordingborg Municipalities),

- B0lge 3: May 2021, March 2022 with expected Commencement Date per. 1.4.2022 (K0ge, Naestved, Odsherred and Slagelse Kommuner)

The offer includes a contract that containsare elements of a public contract as a framework agreement as the Contract bids comprise the Supplier's obligation to deliver the above as well as an element of a framework agreement in connection with the contracting authorities' ability to obtain in the contract period specified hoc benefits to the fixed hourly rates for ad hoc assistance.

The applicant must deliver a "faeEuropean Public Procurement Document "(also known as" ESPD "), in which the applicant must make declarations of the following:

- Whether the applicant is covered by the exclusionary grounds set out in Paragraph 135 (1-3) of the Public Procurement Act (mandatory grounds for exclusion regarding participation in criminal organization, bribery, fraud, terrorist acts, money laundering, child labor, unpaid overdue debts etc.), and

- Whether the applicant isthe exclusion of the grounds for exclusion in section 136 of the Public Procurement Act (mandatory grounds for exclusion of conflicts of interest, distortion of competition, gross incorrect information, etc.) and - Whether the applicant is covered by the exclusion grounds in section 137 (1) of the Procurement Act. 1, No. 2 (concerns bankruptcy, insolvency or liquidation treatment, reconstruction, resigned business and similar situations), and

- Hprovided that the applicant is subject to the grounds for exclusion in section 137 (1) of the Public Procurement Act. 1, No. 6 (concerns improper effect of decision-making, etc.).

Contracting entities may only take into account declarations given in a single European Public Procurement Document (ESPD), cf. section 148 of the Public Procurement Act. Each participant in the association attachs a separate-ESPD which includes the aforementioned declarations.

If applicants are based on the economic / financial form of other entities and / or the technical / professional form (eg subcontractors or entities within the same group, including parent, subsidiary or subsidiary companies), each single of these units attach a separate common European tender document comprising the aforementioned declarations.(ESPD), in which the applicant must provide declarations of the following:

- Applicant's total turnover in the 3 most recent available financial statements (depending on whether the applicant was established or started his business) .

Contracting entities may only take into account declarations given in a single European tender document (ESPD), jSection 148 of the Public Procurement Act.

By associations of applicants (consortium), each participant in the association must attach a separate common European tender document comprising the abovementioned declarations.

Applicants are based on the economic and financial form of other entities (eg units within for the same group, including parent, sister or subsidiary companies), each of the dissee units attach a separate ESPD which includes the aforementioned declarations.

This is a restricted offer, which means that companies wishing to participate in the procurement process must first request a pre-qualification. Requests for pre-qualification must be prepared on the basis of the conditions for participation in Part III.1 and must contain the information, declarations etc. thatRequested in section. III.1.1, III.1.2 and III.1.3. Requests for pre-qualification are prepared through the completion of the ESPD.

The deadline in point IV.3.2 is the deadline for receipt of a request for pre-qualification. The deadline for receipt of tenders is set out in the tender documents.

Requests for pre-qualification must be uploaded via the tender system (Ethics). Requests for pre-qualification can not be submitted elsewhere.

SpQuestionnaire: In the pre-qualification phase, candidates can ask questions that are directly relevant to the preparation of the pre-qualification request. The questionnaire must be in writing, in Danish and must be submitted via the message system's message function, with a clear indication of what is being asked. Questionnaire will be answered as soon as possible and will be available.

Deadline for questionnaire is Friday the 2nd.11.2018 kl. 16:00 local time.

Questions received before this deadline can be expected to be answered within 6 days before the expiry of the deadline for requesting a pre-qualification. Questionnaire received after this time will also be answered, unless the nature of the questionnaire makes it disproportionately burdensome to report reply no later than 6 days before expiry of the deadline for requesting a pre-qualificationIt can not be expected that the contracting authorities will reply to questions no later than 6 days before the expiry of the deadline for requesting a pre-qualification, as this will require the pre-qualification deadline to be extended. However, the authorities reserve the right to do so if this is considered necessary.

An applicant or tenderer will be excluded from participation in the tendering proceduren, safeguard the mandatory grounds for exclusion in section 135-136 of the Public Procurement Act and / or the relevant voluntary grounds for exclusion in section 137 (1) of the Public Procurement Act. 1, apply unless the Procurement Act allows to exclude the applicant / tenderer (cf. section 138 of the Act).

Before the contracting authority's decision to award the Contract, the authorities shall require that the tentenderers to whom the authorities intend to award, submit documentation in accordance with Section 152 of the Public Procurement Act for the information provided in the ESPD. The contracting authorities may at any time in the tendering procedure request an applicant or tenderer to provide (final) documentation of the matters provided in the ESPD.

Similarly, the contracting authorities mayode an applicant or tenderer to supplement or specify received documentation. In that case, the requested documentation must be submitted within a shorter time limit specified by the contracting entities. Failure to send requested documentation may result in the exclusion of the applicant or tenderer from the tender procedure.

The requirements for the submission of documentation indicateThe contractual terms specified in Section II.2.7 are expected to run from 1.5.2020 to 30.4.2026. Section IV.2.4: ESPD and offers must be submitted in Danish, although technical documentation may be in Danish or English.
