The tenderer produces the Single European Market Document, which consists of a declaration on theand, the latter, which is accepted by the contracting authority as a priori evidence in lieu of documents or certificates issued by public authorities or third parties to confirm that the candidate is:
1) not in the possession of one of the situations of exclusion referred to in Articles 67 to 69 of the Law of 17.6.2016;
2) meets the applicable selection criteria which have-established in accordance with article 71 of the law of 17.6.2016;
the DUME is to be sent by email to the following address: philippe.melaerts@marsh.com no later than the date and time of opening of the closed offers (1) Obligatory grounds for exclusion: At any stage of the proceedings, the candidate who has been sentenced by a judicial decision having nothe following offenses:
1) participation in a criminal organization;
2) corruption;
3) fraud;
4) terrorist offenses, terrorist-related offenses or incitement to commit such an offense, complicity in or attempt to commit such an offense; 5) money laundering or financing of terrorism; 6) child labor and other forms oftrafficking in human beings;
7) occupation of third-country nationals in illegal residence.
Also excluded is a candidate who has occupied third-country nationals illegally, even in the absence of a conviction in force. the time or the offense was found by an administrative or judicial decision, including a written notificationin accordance with Article 49/2 of the Social Criminal Code.
The candidate fills the fields of the DUME relating to the grounds of compulsory exclusion. By submitting the DUME, the candidate certifies that he is not in one of the situations of exclusion referred to above.
In accordance with article 73, - 3, of the law of 17.6.2016, it may be ask the candidates, at any time during the procedure, to provide any-or part of the supporting documents, if this is necessary to ensure the smooth running of the procedure.
In the context of this contract, the applicant imperatively attaches to his request to participate the document (s) certifying that he is not not in a situation of exclusion, namely an extract from the relevant register, such as an extract from a criminal record, or, failing that, a document-equivalent issued by the competent judicial or administrative authority of the country of origin or the establishment of the economic operator from which it follows that these conditions are fulfilled.
The contracting authority will check the corrective measures mentioned by the candidate in the DUME and proven by initiative of the latter.
2) grounds for exclusion relating to the tax debts and so(a) the candidate who does not fulfill his obligations to pay social security contributions is excluded from participating in a procurement procedure, in accordance with article 68 of the law of 17.6.2016. the procedure, the candidate who does not have a debt in contributions higher than 3 000 EUR or who obtained for this debt time of payment that he resStrictly speaking.
Similarly, the exclusion no longer applies when the candidate has fulfilled his obligations by paying or by concluding a binding agreement to pay the social security contributions due, including, where appropriate, any interest. echu or the possible fines as long as this payment or the conclusion of this binding agreement took place before the introduction of the derequest for participation.

1) the candidate is required to complete the UEMS sections on economic and financial capacity ( Part IV, Section B), to certify that it meets the selection criteria and the minimum levels of requirement set in this contract.article 73, - 3, of the law of 17.6.2016, the candidates may be asked, at any time during the procedure, to provide all or part of the supporting documents, if this is necessary to ensure the smooth running of the procedure.
In the context of this contract, the applicant shall submit an application for participation:
- a declaration concerning the turnover of the field of activityof the last 3 financial years available according to the date of creation of the undertaking or the beginning of the activities of the economic operator, to the extent that information on this figure of 'business is available.
