Replacement of thermal insulation on the Fordon overhead network in Bydgoszcz from ECII (precinct 132 plot 2/14) to ul. industriesword P-2050 (precinct 234 2/2 plot) for the project entitled "Increasing energy efficiency through reconstruction and thermal modernization of the heating network in the city of Bydgoszcz stage 1" co-financed from the funds of the SpOz Fund under the Operational Program Infrastructure and Environment for 2014-2020, Priority axis I Reduction of the emissivity of the economy, Measure 1.5 Effective dist.heat and cold fisheries. The scope of the orders covers the exchange of thermal insulation on above ground pipelines, taking place in technologies that take into account the nature of isolated elements. Main Site: Fordon Bydgoszcz District from ECII (precinct 132 plot 2/14) to ul. Przemysłowa P-2050 (precinct 234 plot 2/2).
Replacement of thermal insulation on the Fordon overhead network in Bydgoszcz from ECII (precinct 132 daałka 2/14) to ul. Przemysłowa P-2050 (precinct 234 plot 2/2) for the project entitled "Increasing energy efficiency through reconstruction and thermomodernization of the heating network in the city of Bydgoszcz, stage 1" co-financed from the funds of the Spojności Fund as part of the Operational Program Infrastructure and Environment for 2014-2020, Priority axis I Reduction of the emission of the economy, Działanie 1.5 Effective distribution of heat and cold. The scope of the orders includes the exchange of thermal insulation on above-ground pipelines, taking place in technologies that take into account the nature of the insulated elements, ie: for straight pipeline sections, insulation should be made using prefabricated insulating shells made of PUR foam, combined with a galvanized steel jacketFor the fittings of pipelines such as elbows and pipe bends as well as for T-pieces and fittings, it is necessary to use the insulation of PUR foam segment elements with foam-bonded joints, with a galvanized sheet steel cover, for the insulation of sliding supports and fixed points insulation that meets the material requirements of the Technical Specificationa and the Acceptance of Construction Work (hereinafter referred to as STWiORB).
The scope of the work covered by this study includes:
a) Execution of a robot including disassembly and utilization of existing thermal insulation together with protective coatings
b) Execution of a robot including installation of insulation together with all necessary accompanying works ;
c) Performing tests on welds of welded pipelines in places and quantities onordered by the orderer, using non-destructive methods. The ordering services of the Ordering Party, the supervision inspector, other authorized persons have the right to call the Contractor to randomly check the indicated welds agreed by the Employer (not less than 10% of all welds); d) Anti-corrosion protection of concrete elements;
e) Temporary and accompanying works including cleaning and restoration worksafter the completion of major modernization works.
As part of accompanying works, it is necessary to perform: - construction protection in terms of occupational health and safety, - temporary passages and pedestrian overhangs,
- site protection for the time of construction,
- temporary collection of waste generated during works including elements created as a result of dismantling the pipeline insulation,
- surveying works,
- changes ortraffic control for the time of construction.
Note: The Employer excludes anti-corrosive and painting works of steel pipelines and steel structures from the scope of works. The scope of the robot is the corrosion protection of concrete elements.

Notes:
1. If there are trademarks or proper names in the project documentation, then it should be recognized that they testify to the quality of materials / devices and are only of a helpful naturewhether to determine the basic parameters and characteristics of the materials / devices used. In this case, the Contracting Party informs that it allows submission of offers, which individual materials / devices listed in the project documentation can be replaced with equivalent materials / devices. Equivalent products are considered by the Ordering Party to be those that have no worse technical parameters than those which do not-indicate their own names, and their application in no way will affect the proper functioning of technical solutions provided in the project documentation.
Contractors who can meet the following conditions regarding the economic or financial situation to ensure the execution of the contract can participate in this procedure. satisfied if he performsthe party shows that:
a) has funds or creditworthiness in the amount not less than PLN 1, 500, 000.00 (in words: one million five hundred thousand PLN).
b) is insured against civil liability in respect of business activities related to the subject of the order for the amount of the guarantee sum minimum PLN 2, 000, 000.00 (in words: two million PLN).
To convert the value of fIn order to assess compliance with the condition of participation in the procedure, the Ordering Party will apply the average exchange rate of the National Bank of Poland as of the day of publication of the contract notice in the Official Journal of the European Union, and if the exchange rate is not announced on that day, according to the table of average NBP rates recently before this announced date. INmatters that are not regulated in the announcement, SIWZ and attachments to the Terms of Reference, the provisions of the Public Procurement Law Act
2 apply. The provisions of the Civil Code apply to activities undertaken by the Ordering Party and Contractors in the proceedings for granting the order, unless the provisions of the PZP Act provide otherwise.
3. The Ordering Party reserves the right to annul the procedure for granting the order in the case of gIt will not be granted funds from the European Union budget from the European Social Fund, which the Employer intended to allocate to finance this order.
