— the bidder should be registered as a natural person or a legal entity in order to perform the activity related to the scope of the agreement on public procurement or to belong to an appropriate professional association in accordance with the regulations of the country where it is registered,

— in order to prove the ability to perform a professional activity, the economic operator should submit a certificate on registered activity as evidence that it is registered as a natural person or a legal entity to perform the activity related to the scope of the agreement on public procurement or evidence that it belongs to the appropriate professional association in accordance with the regulations of the country where it is registered.

In order to qualify as capable of executing the relevant Agreement on public procurement in terms of its economic and financial standing, the economic operator should meet the following minimum requirements:

— minimum total income of 33 000 000, 00 MKD individually for each year for the past 3 financial years (2016, 2017, 2018 individually).

If the economic operator performs the activity in a period of less than 3 years, the minimum condition for determining the economic and the financial condition is that the economic operator has fulfilled the requirement from sub-item 2.4.1 in the years for which data exist.

The economic operator proves the fulfillment of the minimum requirement of sub-item 2.4.1 or 2.4.2 by submitting:

— a report on the balance sheet issued by a competent authority, that is, a revised balance sheet or excerpts from the balance sheet report in cases where the publication of the balance sheet is prescribed by law in the country where the economic operator is registered,

— an extract of the total income of the enterprise (data from the profit and loss account issued by a competent authority, i.e. revised profit and loss account) and, where required, statement on the income within the field covered by the agreement on public procurement, not more than for the last 3 financial years for which such information is available, depending on the date on which the enterprise was established or started to operate and depending on the availability of such information.

— completed form of a bid, comprised of the general part and a list of prices and delivery deadlines,

— completed form of a list of data protection provided in Part V) of the tender documentation (if there are no confidential information, the form does not have to be submitted),

— completed form on general information of the economic operators with the required attachments, provided in Part VI of the tender documentation,

— bid guarantee, provided in Part VII) of the tender documentation,

— document for determination of the ability indicated in Item 2.2 of the tender documentation,

— document for determination of the ability to conduct professional activity indicated in Item 2.3.1. of the tender documentation,

— document for determination of the economic and financial ability indicated in Item 2.4 of the tender documentation,

— evidence for determining the technical and professional ability indicated in point 2.5 of the tender documentation,

— model of an agreement, provided in Part III) of the tender documentation,

— the bidder should submit a statement wherewith it confirms that the technical characteristics of the subject matter of the procurement have been met, as defined in the Bill of materials of the procurement and the technical specifications,

— the bidder should submit a Decision on registration of the meters in the Register of the Bureau of Meteorology of the Republic of North Macedonia or EC/EU Type Examination Certificate in accordance with the MID Directives,

— together with the bid, the bidder needs to submit an authorization from the equipment manufacturer in accordance with the technical specifications,

— together with the bid, the bidder needs to submit a statement on a guarantee from the manufacturer of the products of minimum 1 (one) year,

— together with the bid, the bidder needs to submit a signed covenant of integrity and environmental and social convenant.
