The successful candidate will be responsible for the installation of replacement `outward opening, fully reversible` and/ or `tilt and turn` uPVC windows, uPVC balcony doors, GRP composite house entrance doors, FD60 certified flat entrance doors and all associated works/alterations within occupied flats/houses at Various Addresses, Barlanark G33.
Main Site : Barlanark, Glasgow G33.
The tender documents comprise the ESPD document [minimum selection standards]; the specification of works [contract and tender pricing document] and the [tender quality] contractor design proposals [CDP].
The tender evaluation will comprise the ESPD, your quality score for CDP and the contract sum stated on the form of tender.
The submitted ESPD will assess the selection criteria as a pass or fail to identify contractors who pass by meeting the specified criteria. Only those contractors who achieve an ESPD pass will have their tender quality and cost considered/evaluated.
The criteria for scoring will be to reach a total percentage score as follows:
— Price (tender) — deducting 1 % from 100 for every percentage point each tender is in excess of the lowest tender, prior to weighting.
— Quality:
(1) maximum 50 marks for completed design/contract delivery proposals ranked in relation to the other candidates, based on the employer`s stated aspirations/requirements and the information provided by the candidate(s) and
(2) maximum 50 marks for CDP specification comparison summary, deducting five marks for each specification item/area where the candidate fails to demonstrate evidence of or agree to compliance. The CDP scores will be converted to a percentage, prior to weighting.
The following minimum selection criteria must be demonstrated in the ESPD at the reference stated in [brackets] to achieve a Pass [for more detailed description refer tender document pages 5-6]:
[2A.2&3] company registration and VAT registration numbers if applicable;
[2C.1] capability to source and supply WER A rated uPVC [fully reversible outward opening and/ or tilt and turn] windows; A-rated uPVC or composite external doors and guarantees/ warranties;
[4C.6] operatives to be UKATA [or equal] asbestos awareness trained;
[4D.1] accredited with UKAS for compliance with ISO 9001 and 14001 or BS OHSAS 18001 or 45001 or a construction-related scheme with registered membership of Safety Schemes in Procurement (SSIP);
[4B.6] agree to provide financial accounts, consent to additional financial background credit checks;
[4B1.1] an annual average turnover more than GBP 500 000.00 over the past 3 years and [4B.6] annual net profit greater than zero in each of the past 3 years;
[4B.5] minimum Insurance requirements, GBP 5 000 000 cover for Public liability; GBP 10 000 000 cover for employer`s liability and GBP 300 000.00 for contract works cover;
[2D.1] employer`s preference that installation works are not sub-contracted;
[4C.1] evidence of experience, directly or by in-house team(s), of completion of a minimum of two similar contracts in the past 5 years;
[4C.1] the employer must be permitted to obtain references from any of the candidate`s clients;
[4C.9] operation of a management database system which includes: electronic communication, electronic documentation and certification issue, financial/payment applications in a format to facilitate component accounting, record photographs, reports on no-access, progress/completion, measurement/reporting of KPIs and providing bespoke reports in .xlsx or .csv format as agreed with the employer;
[4D.1 & 4C.2] operation of a quality management system to ensure there is a single, clearly identified local point of contact/quality controller and that quality is managed effectively;
[2A.17] consortia; list the names and addresses of all other members, submit separate ESPDs and agree to form a single legal entity before entering into this contract;
[4B.3] newly established organisations [3 years old or less] provide the maximum financial and capability information possible. Min is draft accounts certified by an independent accountant submitted for the trading period since establishment. Evidence of experience to meet the threshold, directly or for others by in-house team(s) listed at 4C.1.
The window/door manufacturer(s) must be certified for: PAS 2030 2019, Installation of Energy Efficient Windows and Doors; PAS 24 2012; ISO 9001, 14001 and/or 18001 for the design, manufacture, supply and installation of windows and doors.
