Mastery of work for the rehabilitation of the Emerald field of capture

This consultation concerns a project management mission concerning the design and realization of 7 boreholes on the communes of Emerin and Wattignies as well as the hydraulic and electrical installations necessary for theirnctionnement. These drilling, with a unit flow rate of 90 m / h, will make it possible to exploit the chalk aquifer and are intended to replace the 10 existing drillings that have become obsoletes, which will be filled. The works are to be created in accordance with the norms of the law on water and the regulatory texts in force.

The present consultation concerns a mission of control of work concerning the designt the completion of seven boreholes in the communes of Emerin and Wattignies as well as the hydraulic and electrical installations necessary for their operation. These drilling, with a unit flow rate of 90 m / h, will make it possible to exploit the chalk aquifer and are intended to replace the 10 existing drillings that have become obsoletes, which will be filled. The works are to be created in accordance with the standards ofwater law and regulatory texts in force. The detailed mission elements in the program are as follows:

- the preliminary project studies (AVP),

- the project (Pro),

- assistance for the awarding of works contracts (ACT),

- the examination of conformity (Visa),

- the Direction of the execution of works (DET),

- the assistance to the master of work during the operations of reception andduring the period of guarantee of perfect completion (AOR),

- the scheduling - piloting - coordination of site (OPC).

the complementary mission element:

- the establishment of the regulatory files relating to the operation and lists at the program.

- letter of application allowing to identify the candidate (in case of grouping, the representative, each member of the group, the nature of the group(the candidate may use the DC1 printer),

- declaration on the honor referred to in Article R. 2143-3 of the Public Order Code or equivalent Rule of Equation for candidates established abroad.

The present consultation is initiated by Sourceo (contracting entity) but relies on the platform of dematerialisation of the Mel. With regard to an open procedure, the candidatesat the same time their application and their offer. Sourceo also reserves the possibility to negotiate with the bestcandidates following the analysis of the tenders received. The market can also be awarded on the basis of initial offers without negotiation. Tenders submitted by tenderers with sufficient capacity are analyzed in relation to the judging criteria of the following tenders:

- the technical value, will be analyzed at 60% with regard to the technical memorandum respecting the framework of the memory technique and distributed with the following sub-criteria:

- quality of the human resources: 20%,

- relevance of the taking into account of the problems and constraints related to the project: 15%,

- note methodological and relevance of the planning expected realization: 25%. The technical memory contains the elements listed in the technical memorandum,

- the price 40%, will be analyzed up to 40%, in view of the total amount entered in the market as an act of commitment and a particular administrative clause. The duration of the contract is equivalent to those of the studies plus those of the works and their eventual extensions. The project management mission ends at the end of the warranty period of perfect completion. The estimated duration of the market is 72 months.

As an indicationif:

- the duration of the design period is estimated at 8 months (excluding validation period),

- that of the period of work is estimated at 18 months (excluding period of validation),

- and that of the period warranty is 24 months (excluding validation period).
