Design, delivery and modernization of the municipal waste sorting line in Giedlarowa, Leżajsk Commune

The subject of the order is the modernization of the municipal waste sorting line. The scope of modernization should take into account the delivery and assembly of new machines and devices such as a bag rozrywarka, drum sieveoptical separator, ballistic separator, ferrous metals separators, special belt conveyors, precipitates and separation chambers for accelerating conveyors, sorting cabinets, compressor station with a compressed air supply installation for optical separators, steel and communication and service constructions, baling press, headquarters ventilation for allin this existing modernized sorting booths, local power supply system, new control and visualization of technological processes. The planned processing capacity of the modernized sorting line should be at least 25, 000 Mg / year of mixed and selectively collected waste, including min. 22 000 Mg / year of mixed municipal waste and min. 3, 000 Mg / year from a selective collection.

1. The subject of the order is the modernization of the existing technological line for sorting communal waste mixed and collected selectively used from 2011. Currently, the technological line is equipped with a conveyor that accepts and delivers waste to a sorting line, sewage systemdrum reel, conveyor system, raw material conveyors, baling press and baler press. The scope of modernization should take into account the delivery and assembly of new machines and devices in particular such as: bag bursting machine, drum sieve, plastic separator, ballistic separator, iron metal separators, all kinds of specialized belt conveyors, among others pleasesorting, bunker, accelerating to the optical separator, pouring and separating chambers for accelerating conveyors, sorting cabinets, compressor station with the installation supplying compressed air to optical separators, required steel and communication and service constructions, baling press, new ventilation unit for all including existing modernisorting cabinets, local power supply system, new line control and central visualization of lines and technological processes. As part of the undertaking, the existing equipment of the Employer should only be used as shown in Annex No. 1 to the OPZ. The ordering party requires incorporation of the technological system into the existing sorting halls and does not allow for changing their dimensions, i.e.external arow. The ordering party allows the execution of a part of the production line in a new hall planned for construction, measuring approximately 36 x 17.5 m and the height in light max. 12 m. The planned processing capacity of the modernized sorting line should amount to min. 25, 000 Mg / year of mixed and selectively collected waste, including min. 22, 000 Mg / year of mixed municipal waste and sorting of wastefrom a selective collection with a capacity of min. 3, 000 Mg / year as part of working time not intended for sorting mixed municipal waste.

Attention! The Employer requires that the Contractor, throughout the term of the contract, be insured against civil liability in respect of the business related to the subject of the order for a minimum sum of 5, 000, 000 PLN (in words: five millionow zlotys).

2. A detailed description of the subject of the order is presented in the document entitled Description of the Subject of the Order (OPZ) and the model agreement - constituting annexes to the ToR.

3. The Awarding Entity does not provide for the possibility of awarding the contractor with basic orders, referred to in Article 67 sec. 1 point 7 PzP.

4. 7. Requirements for employment by the contractor or subcontractor on the basis ofthe contract of employment of persons performing the activities indicated by the Contracting Party in the scope of the subject of the order are set out in the SIWZ section III "description of the subject of the order" section 7.

5 The Ordering Party does not provide for defining in the description of the subject the requirements related to the implementation of the order referred in Article 29 (4) of the General Public Procurement Law - When selecting the best offer, the Employerthe following criteria will apply:

1. Price - weight 60%

2. Technological solutions - weight 30%

3. Guarantee period - 10% weight

Purchaser reserves the right to use the provisions of art. 24 aa Pzp, then will first evaluate the offers, and then examine whether the Contractor, whose offer has been evaluated as the most advantageous, is not subject to exclusion and meets the conditions for participation in the proceedingsniu.

Proceedings are conducted in an unlimited tender on the basis of art. 10 para. 1 in connection with art. 39 of the Public Procurement Law.

The Ordering Party does not provide for the orders referred to in art. 67 sec. 1 point 6 and 7 or art. 134 sec. 6 point 3 of the Public Procurement Law.

The Ordering Party does not set a condition in this respect.

The Contractor will meet the condition if he proves that he has financial means or creditworthiness in the amount of cby at least PLN 7, 000, 000.00 (in words: PLN seven million).

The Contracting Authority requires submission of a document listed in the SIWZ in work VI List of declarations or documents ... point 2.2, item 1.

Continued from point III.1.3 Technical capacity and professional qualifications from "List and brief description of conditions" and from "Minimum level of possibly required standards:"

6) Person designated for the function of Specialtechnological start-up for sorting plants with: - - qualifications: technical education, - - general professional experience: at least 6 years of professional experience.

Including at least 3 years of experience in supervising the commissioning of technological lines for sorting municipal waste,

- special professional experience, i.e. experience in driving the start-up of these lineschnologiczna, referred to in point V.1.c) A.1).

By building permission, the Ordering Party understands the rights issued in accordance with the Act of 7.7.1994 Construction Law or the corresponding valid permits issued on the basis of previously applicable provisions, or the corresponding building qualifications that have been issued to citizens of the countries of the European Economic Area and the ConfederationSwiss, subject to art. 12a and other provisions of the Construction Law and the Act on the Rules for Recognition of Professional Qualifications Acquired in European Union Member States (consolidated text: Journal of Laws of 2016, item 65).

The Employer requires the submission of a document listed in the ToR in Item VI "List of declarations or documents ..." paragraph 2, point 2.3, subsection 1 "List of services", item 2 "Listdelivery "and item 3" List of persons ".

List of statements for the preliminary confirmation that the Contractor is not subject to exclusion and meets the conditions for participation in the proceedings:

1. The uniform European Order Document hereinafter referred to as "ONE - according to the ToR, section VI" List of declarations or documents ... "section 1, item 1.1

List of statements or documents that the Contractor whose offer was rated the mostat the request of the Ordering Party, confirming that there are no grounds for excluding the contractor from participation in the contract award procedure:

1. Information from the National Criminal Register - in accordance with the SIWZ, Section VI "List of statements or documents ...", item 3.1, letter a);

2. Declaration of the contractor about the lack of a final court decision or final administrative decision on resigning from paystaxes, fees or social security or health insurance premiums, or in the event of issuing such a verdict or decision documents confirming payment of such receivables with possible interest or fines or conclusion of a binding agreement regarding repayment of such receivables;

3. Declaration of the contractor about the lack of a ruling against him as a preventive measure of the prohibitionapplying for public orders.

List of statements or documents submitted in order to confirm the absence of grounds for exclusion of the Contractor from participation in the proceedings for the award of the contract, referred to in Article. 24 sec. 1 point 23 PPL:

1. Contractor`s declaration of affiliation with or absence of belonging to the same capital group as referred to in art. 24 section 1 item 23 PPL - List of statements or a dockmentors, which the Contractor submits to the ordering party`s request to confirm that the offered deliveries, services or construction works meet the requirements specified by the Employer

1. The contractor whose offer has been the highest rated will be obliged to submit a document entitled: Technical offer with a set of documents and statements listed therein. The above document being an attachment to the ToR. Nfill in strictly according to the Employer`s requirements. Contractors relying on the resources of other entities must meet the conditions and present the documents specified in the ToR, section VI "List of declarations or documents ..." paragraph 5 "Resources of other entities".

Purchaser requires the Contractor personally performed the scope of works covered by the subject of the order specified in the SIWZ section VI "List of statements or documentow ... "paragraph 6" Subcontractors ".
