Preparation and service of the Selective Municipal Waste Collection Point (PSZOK) in the city of Bielsk Podlaski in 2020

The subject of the order is the implementation of the task called "Preparation and operation of the Selective Municipal Waste Collection Point (PSZOK) in the city of Bielsk Podlaski in 2020".

1. The contractor undertakes to perform the following services in the field of PSZOK service throughout the duration of the contract.

1) Accept, in accordance with the provisions of Resolution No. XI / 94/15 of the Bielsk Podlaski City Council of September 29, 2015 regarding Regulations of Keeping Cleanliness and Order in the City of Bielsk Podlaski (Journal of Laws of the Podlasie Voivodship from 2019, item 2518) to PSZOK (from owners ofreal estate from the City of Bielsk Podlaski) the following types of waste, i.e.

a) expired drugs

b) chemicals, including paints, varnishes, solvents, waste oils

c) waste batteries and accumulators;

d) waste electrical and electronic equipment, including all types of incandescent lamps, halogen lamps, fluorescent lamps, other household appliancesch;

e) bulky waste, including furniture;

f) used tires from vehicles used in the household, i.e. from:

- passenger cars up to 4 pcs per year,

- motorcycles, mopeds, bicycles, carts bicycle and wheelchairs.

g) packaging for plant protection products and fertilizers;

h) plastics;

i) metal packaging;

j) multi-material packaging;

k) waste paper and textilesin;

l) white and colored glass;

m) biodegradable waste (bio-waste) with a total weight not exceeding 200kg from one property throughout the year, i.e. grass, leaves, parts of plants from garden care, branches up to 1m long and Christmas trees from the Christmas period;

n) municipal construction and demolition waste from minor renovations of residential buildings with a total ofpower not exceeding 170 kg from one property throughout the year, i.e.: brick, concrete debris, ceramic materials, wood, removed plaster fragments, excluding wastes containing hazardous substances.

2) Forwarding collected waste after collecting a sufficient amount to entities with the appropriate permit authority for conducting business in the field of recrecycling or disposal of waste.

3) Equip PSZOK with a sufficient number of containers or containers adapted to the selective collection of individual types of waste received.

4) Provide PSZOK to residents of the city of Bielsk Podlaski all year round on Tuesday - Saturday from 10:00 am until 18:00 (excluding public holidays and public holidays).

5) PSZOK may functioncation in two separate places. The second point (if created) should be open min. two days a week.

6) Employment throughout the entire duration of the contract of persons performing directly activities related to servicing customers using PSZOK solely on the basis of an employment contract within the meaning of the Act of 26 June 1974 Labor Code (Journal of Laws of 2019 item 1040).

7) Zensuring the handling of PSZOK by employees responsible for receiving, placing waste in containers and containers, keeping waste records, transferring waste for recovery or disposal.

8) Collecting accepted waste in containers or containers divided into individual types in accordance with the Regulation of the Minister of the Environment of December 29, 2016 regarding the matterselective collection of selected waste fractions (Journal of Laws of 2017, item 19). It is allowed that waste such as bulky waste, used tires are stored directly on a hardened and properly secured storage yard. Storage stands, containers or containers for waste fractions not mentioned in the above regulation should be marked with the codeadu, which corresponds to the type of waste contained therein.

9) Ensuring the export of collected waste with a frequency that ensures that the containers and containers intended for waste are not overfilled and that order is kept within PSZOK.

a) permission to collect municipal waste issued by the authority inappropriate due to the place of waste collection, referred to in Article 41 (1) of the Act of 14 December 2012 on waste (Journal of Laws of 2019, item 701 as amended),

b) entry to register of entities collecting waste electrical and electronic equipment, kept by the Chief Inspector for Environmental Protection,

(in the case of joint application for a contract by two or more Contractors, abovementioned conditions apply to each contractor separately)

The procedure will be conducted in an open tender.

The contracting authority provides for the use of an inverted procedure referred to in Article 24aa section 1 of the Public Procurement Law

DOCUMENTS AND STATEMENTS TO BE SUBMITTED BY THE CONTRACTOR TO CALL AN ORDERLIABLE applies to the Contractor whose bid was highest rated.

Copy from the relevant register or from the central register and information on economic activity, if separate provisions require an entry in the register or the register, in order to confirm the absence of grounds for exclusion pursuant to Article 24 (5) point .1 of the PZP Act

List of services rendered for periodic or continuous benefitsperformed during the last 3 years before the deadline for submission of tenders, and if the period of business activity is shorter in this period, together with their value, subject, dates of performance and entities for which supplies or services have been made, and attaching evidence determining whether these supplies or services have been carried out or are being duly performed

Authorization forcollection of municipal waste issued by the competent authority for the place of waste collection referred to in Article 41 (1) of the Act of 14 December 2012 on waste (Journal of Laws of 2018, item 922, as amended),

Entry in the register of entities collecting waste electrical and electronic equipment, kept by the Chief Inspector for Environmental Protection.

The Employer allows entrusting the execution ofz ordering to Subcontractors. Detailed conditions for the implementation of the contract by the Subcontractor are specified in the draft contract

The contracting authority does not provide:

- conclusion of a framework contract

- settlements in foreign currency

- electronic auction,

- reimbursement of costs of participation in the procedure

Before concluding the contract, the Contractor will be required to complete the following formalities:

- lodge a security for due usecontract, in accordance with the rules described in the ToR,

- submitting documents confirming the disposal of the installation that can accept the waste collected at PSZOK or document readiness to accept waste collected at PSZOK by an entrepreneur conducting activities in the field of recovery or disposal of waste, e.g. a contract or written assurance (statement),

- submission of the consortium agreement, atin the event of submission of a joint bid.
