Organizing ServicesThe amount of the largest subsequent contract is specified in the "List of Quantities and Maximum Subsequent Contract Value" specification.

Estimated value excluding VAT: between 1 523 060, 90 and 1 972 112, 88 RON.

Tenderers, associates, supporters and subcontractors need notto find themselves in the situations provided by art. 164, 165, 167, 59, 60 of Law no. 98/2016, with subsequent amendments and completions, regarding the public acquisitions. 1) Non-compliance with the provisions of art. 164 of Law no. 98/2016 on Public Procurement.

The economic operator will fill out the appropriate requirement in the DUAE form in the tender documentation. Incorporating the situation in art. 164 of Law no. 98/2016 regarding the public acquisitions attracts the exclusion of the bidder from the procedure applied for awarding the public acquisition contract; 2) Non-compliance with the provisions of art. 165 of Law no. 98/2016 on Public Procurement.

The economic operator will fill out the appropriate requirement in the DUAE form in the tender documentation. The framing of the situation in artt. 165 of the Law no. 98/2016 on public procurement, excludes the tenderer from the procedure applied for awarding the public procurement contract; 3) Non-compliance with the provisions of art. 167, with subsequent amendments and completions, of Law no. 98/2016 on Public Procurement.

The economic operator will fill out the appropriate requirement in the DUAE form in the Attribution Documentationharassment. The framing of the situation stipulated in art. 167 of Law no. 98/2016, with the subsequent modifications and completions, regarding public procurement, results in the exclusion of the bidder from the procedure applied for awarding the public procurement contract.

The supporting documents proving the fulfillment of the assumed by completing the DUAE are to be submitted at the request of the authority againstbidders, by the bidders placed on the first two places in the intermediate rankings drawn up at the end of the bid evaluation. These documents may be:

1) certificates of absence of RESERVE debts regarding the payment of taxes, duties or contributions to the general consolidated budget (local budget, state budget, etc.) at the moment of presentation;onomic and members of the administrative, management or supervisory body of that economic operator, or those having the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / 3) where appropriate, documents demonstrating that the economic operator may benefit from the derogations providedgo to art. 166 par. (2), art. 167 par. (2), art. 171 of the Public Procurement Law 98/2016; 4) other editorial documents, as the case may be.

Non-resident economic operators (foreigners) have the right to present any editorial documents issued by the authorities of the country in which they are residents proving the fulfillment the tax obligations to the state budgett and the local budget, in accordance with the legislation of the country of residence. Certificates must certify that there are no overdue payable and social security debts when they are presented. Documents will be accompanied by their authorized translation into Romanian; 4) Non-compliance with the provisions of art. 59 and art. 60 of Law no. 98/2016 on acquisition• The economic operator will fill in the appropriate requirement in the DUAE form in the awarding documentation. Documents will be signed with the extended electronic signature and will be posted in SEAP. Forms no. If the tenders are found with the same price placed on the first place, the award will be made by requesting from the contracting authority a new tender, which will be submitted through SEAP.

The contracting authority reserves the right to unilaterally denounce the framework agreement before the deadline iif the Ministry of Health or A.S.S.M. Bucharest will conclude framework agreements on the basis of GEO 71/2012 on framework of the services in the present procedure.

Requests for clarification regarding this tender documentation will be exclusively addressed to SEAP in the "Questions" section of the award procedure conducted by electronic means, and the answers to them will-to be published in the SEAP in the "Documentation, clarification and decision" section of the notice / invitation to participate, the contracting authority will not respond to the requests addressed by means of communication other than the one established.
