The contract aims to increase the energy efficiency in the main building of the Pucioasa City Hospital, as a result of the measures to increase the energy efficiency. to legal authorizations,

- elaboration of technical documentation for authorizationof the execution of the works,

- elaboration of the technical documentation for the organization of the execution of the works,

- elaboration of the technical project of execution,

- assurance of the technical assistance of the designer during the execution of the works.

- measures to increase the energy efficiency of public buildings basic works,

- related measures cit contributes to the implementation of the project;

2) thermal power plant rehabilitation:

- measures to increase the energy efficiency of public buildings basic works;

3) external hydrants network (contributes to the accomplishment of the measures of increasing the energy efficiency of the hospital building);

4) connections (contributes to the implementation of measures to increase the energy efficiency of the hospital building);

5) site organization (works and related expenses)

The bidders, third-party supporters and subcontractors must not be found in the situations provided in art. 164, 165, 167 of Law no. 98/2016 and comply with the legal provisions regarding the conflict of interests.

To be completed by each economic operator participating in the award procedure (including any associates, third parties andsubcontractors) a DUAE form with the information related to their situation, as well as a declaration regarding the non-compliance with the provisions of art. 60 of Law 98 / 2016.

The bidders, the third-party supporters and the subcontractors will present with the DUAE and a declaration regarding the non-compliance with the provisions of art. 60 of Law 98/2016 (Form 8).

The supporting documents proving the fulfillment of those ofsummed by completing the DUAE will be presented, at the request of the contracting authority, only by the bidder ranked in the first place in the intermediate ranking drawn up at the end of the evaluation of the bids. taxes, taxes or contributions to the general consolidated budget (local budgetal, state budget, etc.) at the time of presentation,

- the criminal record of the economic operator and of the members of the administration, management or supervision body of the respective economic operator or of those who have the power of representation, decision or control in its framework, as it results from the certifying certificate issued by the ONRC / the constitutive act,

- as the case may be, documents by whichit is demonstrated that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement,

- other supporting documents, as the case may be.

Bidders, third-party supporters and foreign subcontractors will present documents equivalent to all the supporting documents mentioned at the level of this section. In cazul in which in the country of origin or in the country in which it is established, no documents of the nature of the provisions are issued or the respective documents do not cover all the situations provided for in art. 164, 165 and 167, the contracting authority will accept a declaration on its own responsibility or if in the respective country there are no legal provisions regarding the declaration on its own responsibility, a declaration will haveTent given to a notary, an administrative or judicial authority or a professional association that has competence in this regard.

Specify the average annual turnover. The average global turnover of the activity for the last 3 years (2016, 2017, 2018), depending on the information and documents available of the economic operators, must be a minimum of 24 500 000, 00 RON.

Interaction with the bidders, respectively the process of offer evaluationThe rules will be developed according to the following rules: in order to view the award documentation uploaded in SICAP, the economic operators must have a program necessary to view the electronically signed files (from the websites of the electronic signature providers).

Rules for communication and data transmission: requests for clarifications regarding this award documentation sethey will exclusively address in the SICAP to the "Questions" section of the award procedure carried out by electronic means, and the answers to them will be published in the SICAP section "Documentation, clarifications and decisions" in the simplified participation announcement.

For transmission requests for clarification regarding the award documentation, economic operators will iregister in SICAP (www.e-licitatie.ro) as economic operators according to the provisions of art. 5 paragraph (1) of H.G. no. 395/2016 and will send the requests taking into account the response time of the contracting authority provided in art. 160-161 of Law no. 98/2016 on public procurement. For the subsequent communications of the tenders submission: the evaluation commission will send the requests for clarification in relation to the offer by using the technical facilities available in SICAP.

The evaluation commission will analyze the DUAE in correlation with the requirements established by the procurement data sheet.

The evaluation commission will analyze and verify each offer from the point of view of the proposed technical elements, and subsequently from the point of view of the financial aspects involved.

Following completionii. to each of the verification phases provided above, the contracting authority will communicate to each tenderer who has been rejected the reasons underlying this decision, and to the others that the next phase of verification will be passed, in compliance with the provisions of Chapter IV, section 13- a of Law no. 98/2016 regarding public procurement.

Following the completion of each phasethe verification authority provided above, the contracting authority will introduce in the SICAP the admitted / rejected result and will open in the SICAP the session for presenting the supporting documents related to DUAE submitted by the first place bidder in the intermediate ranking prepared at the end of the evaluation of the offers, granting a response time

Economic operators will send the answers to clarifications andany documents required during the evaluation of offers through SICAP, in electronic format, signed with electronic signature, according to Law no. 455/2001 regarding the electronic signature.

The way of dividing the offers ranked on the first place with equal prices: if the offers ranked on the first place have equal prices, in order to sort the contracting authority willrequest the submission in SICAP of new financial offers (the procedure being carried out entirely by electronic means).

After the completion of each of the verification phases, the contracting authority / entity communicates to each tenderer that the reasons underlying this decision were rejected, and to others the fact that the next step of verification is passed, in compliance with the provisionsof Chapter IV, section 13 of Law no. 98/2016 on public procurement.
