This restricted invitation to tender is subject to the provisions of Articles 25-i.1 and 69 and 70 of Decree No. 2016-360 of 25.3.2016.
This refers to a framework agreement with no minimum amountmum and with a maximum amount fixed at 230 000 EUR (HT) for 4 years. The amount of the framework agreement is made up of a lump sum component with regard to the evolution of the model and a component with purchase orders for the advice, follow-up and accompaniment section. This consultation only concerns the application phase.

The response by mail is authorized.
After analysis of the applications, the contracting authority will draw up the list of the 3 candidates admitted to submite an offer.
In application of article 57 of the decree n 2016-360 of the 25.3.2016, the present consultation gives rise to the payment of a premium in order to compensate the candidates admitted to present an unsuccessful offer to the from the offer phase up to EUR 1, 500 (inclusive of VAT) upon presentation of a payment request.
After the analysis of the offers, a hearing will be organized to ask theto specify the content of their offer, in any case a negotiation can not be undertaken.
In accordance with article 58-i-2 of the decree n 2016-360 of 25.3.2016 relative to the public markets, the present consultation presents 2 variants required in the form of additional services (PSE):
- complete realization of the layout of the magazine,
- complete realization of the en page of the agenda.
