Liquid liquid fuel for the production section - D.R.D.P. Cluj - framework agreement 2 years

The purchase of liquid thermal fuel necessary for the functioning of the asphalt station belongs to D.R.D.P. Cluj.

Main Site: The delivery of the product will be at the expense of the supplier in District Morlaca, Cluj County, according to the specifications of the specification.in the form of Annex 1 and Annex 2 attached, the minimum and maximum quantities of liquid thermal fuel are as follows:

Frame rate 2 years: minimum 71 tons, maximum 710 tons

It is estimated the conclusion of two subsequent contracts / frame agreement having the following quantities :

Subsequent 1: minimum 20 tonnes, maximum 200 tonnes

Subsequent 2: minimum 51 tonnes, maximum 510 tonnes

Any economic operator who has submitted the offer iindividually or in combination, a subcontractor or a third party, shall not be in any of the situations referred to in art. 59 and art. 60 of Law 98/2016 (Form III.2.1 / 1). The decision-makers of the contracting authority, involved in the public procurement procedure are:

The tenderers, the third parties and the subcontractors must not find themselves in the situations stipulated in art. 164, 165, 167 of Law 98/2016. In this regard, -the DUAE will be completed by the economic operators participating in the award procedure, with the information related to their situation.

The supporting documents proving the fulfillment of the assumed by completing the DUAE are to be submitted, at the request of the contracting authority, only by the bidder ranked 1st in the ranking of the bid evaluation. (2), art. 167 par. (2), art. 171 of Law 98/2016 on Public Procurement.

The average annual turnover of the bidder for the last (3) three years (2015, 2016, 2017) must be at least: RON 1, 632, 000. 1) Referred to the provisions of art. 74 par. (3) of Law 98/2016, the Contracting Authority intends to reduce the period for the submission of tenders to 15 days from the date of submission of the notice of participatione. The contracting authority finds it justifiable to reduce the period of submission of the offer as the operation of the asphalt plant (the production of asphalt mix and its use for various works performed on its own) is strictly dependent on the urgent purchase of the necessary liquid fuel. The determination of the need and quantities of the framework product agreement was made inaccording to the schedule of works expected to be executed in own ownership following the recent acquisition of the mixing station, as a result of which initiation and unfolding of the fuel acquisition is necessary in the emergency regime; 2) In the situation when the first ranked offers have prices equal, the contracting authority will request clarifications through SEAP for electronic upload of catare the economic operators of documents that contain new prices. In this case, the contract will be awarded to the tenderer whose new financial proposal has the lowest price; 3) Rules for communication and data transmission: Requests for clarification regarding this tender documentation will be addressed exclusively in SEAP, at the Documentation, clarification and decision-making sectionof the invitation to participate, the contracting authority will not respond to the requests addressed by another means of communication.
