Performing forest management services in the Łobez Forest District in 2020

Reference Number: ZG.270.1.2019

The subject of the contract is forest management services as defined in art. 6 clause 1 point 1 of the Act of 28 September 1991 on forests (consolidated text: Journal of Laws of 2015, item 2100 as amended - hereinafter: "the Act on forests") covering works in the field of breedingand forest protection, fire protection, logging and skidding, as well as a forest school and seed production, to be carried out in the Łobez Forest District in 2020. The procedure is conducted under an open tender pursuant to art. 10 paragraph 1 and art. 39-46 of the Act of 29.01.2004 Public Procurement Law (consolidated text of the Journal of Laws of 2017, item 1579, as amended, hereinafter referred to as "PZP"), in accordance with the principlesand provided for orders with an equal value or higher than the amounts specified in the provisions issued under Art. 11 paragraph 8PZP. The proceedings are conducted in accordance with the rules provided for "reverse procedure", referred to in Article 24aa (1) and (2) PZP

Main Site: Administrative area of the Łobez Forest District. The implementation of Package No. 1 will take place in the area of relevant forestryfor this Package

The subject of the order are forest management services as defined in art. 6 clause 1 point 1 of the Act of 28 September 1991 on forests (consolidated text: Journal of Laws of 2018, item 2129 as amended "Act on forests") covering works in the field of forest breeding and protection, fire protection, logging and logging, maintenance of tourist facilities and school economyfor forestry and forest seed production, to be carried out in the Łobez Leśnictwa Łobnictwa, Karwowo, Unimie, Strzmiele Forest District in 2020. The total size of all types of services is as follows:

1) Manual work in forest management (8% VAT) 35 250 NH and H

2) Manual work in bulkheads (23% VAT) 7973 NH and H

3) Mechanical work in forest management (8% VAT) 679 NH and H

4) Mechanical workOther fences (23% VAT) 440 H

5) Work in logging (8% VAT) 51589 NH and H

6) Mechanical work in logging and skidding (8% VAT) 170 H

7) Work in logging (8% VAT) 4704 NH

8) Availability in fire protection (8% VAT) 32 M-C

The Employer does not impose specific requirements as to the description of compliance with this condition of participation in the proceedings

The Employer does not impose specific requirements as todescription of compliance with the condition of participation in the procedure in relation to the condition regarding economic viability. The condition with regard to the financial situation will be met if the Contractor shows that he has the financial means or creditworthiness not less than:

I) for Package I

II) for Package II

III) for Package III

IV) for Package IV

Employer requiredand paying a deposit in the amount specified below for the Packages:

For Package I in the amount of PLN 92, 000

For Package II in the amount of PLN 77, 000

For Package III in the amount of PLN 72, 000

For Package IV in the amount of PLN 90, 000

The bid security should be paid before the deadline for submitting offers, the Employer provides for the possibility of awarding the contracts referred to in art. 67 section 1 item 6 of the PZP, within 3 years from the date of grantingand a basic order. These orders will consist of repetition of services similar to those covered by this order. Orders referred to in point 5.1. will consist of repetition of services consistent with the services covered by this contract. The material scope of services which are the subject of the orders referred to in point 5.1. farming works will be coveredand forest protection, fire protection, logging and skidding, maintenance of tourist facilities as well as forestry nursery and seed covering activities indicated by type 3 in the ToR, whose detailed description of the performance technology standard is included in Annex 4 to the ToR and services similar to them. Material scope of services which are the subject of the orders, referred to in point 5.1. does not exceed the value of 50% of the value of this contract

1) a statement proving that the conditions for participation in the procedure have been met and no grounds for exclusion

2) list of services performed or performed (in which case the value of the completed part of the subject of the contract will be counted), during the last 3 years before the expiry of the storage periodgiving offers, and if the period of business activity is shorter in this period

3) evidence that the service provider indicated by the contractor has been properly performed

4) information from the bank or cooperative savings and credit union confirming the amount of financial resources or the creditworthiness of the contractor

5) list persons referred by the contractor to carry out the order

6) list of tec devicesof contractors available to the contractor to perform the public contract

7) excerpt from the relevant register or from the central register and information on business activities

8) certificate from the competent head of the tax office confirming that the contractor is not in arrears with tax payments, issued not earlier than 3 months before deadline for submitting bids

9) information from the National RegisterCriminal within the scope specified in art. 24 paragraph 1 item 13, 14 and 21 of the PZP art. 24 paragraph 5 items 5 and 6 of the PZP,

10) the contractor`s statement that he has not been subjected to a preventive measure against him from applying for public procurement

11) the contractor`s statement that he has not issued a final judgment of the convicting court for the offense of restriction of liberty or a fine within the scope specified by ordersbased on art. 24 paragraph 5 points 5 and 6 of the PZP (

12) the contractor`s statement that he has not issued the final administrative decision against him in breach of the obligations arising from labor law, environmental protection law or social security provisions to the extent specified by the contracting authority pursuant to art. 24 paragraph 5 item 7 PZP

13) the contractor`s statement of not paying arrearstaxes and local fees referred to in the Act of 12 January 1991 on local taxes and fees
