The subject of the orders are services in the field of forest management in accordance with the definition in art. 6 par. 1 point 1 of the Act of 28.9.1991 on forests (consolidated text: Journal of Laws of 2017, item 788 with further amendments: "Law on forests") covering works in the field of forest breeding and protection, protectionfirefighting, harvesting and skidding of timber, and hunting and schooling, to be carried out in the Forest District in 2019. The material scope of the order covers total amounts of work in the field of forest breeding and protection, fire protection, harvesting and skidding, as well as hunting and nursery economy from Annex No. 3 to SIWZ.

Main Site: NadleśniItwo, forestry, Starkowo, Gardyny, Karaś, Rydzewo, Smolniki, Ostrow, and Tylice. The subject of the order is forest management services in accordance with the definition in art. 6 par. 1 point 1 of the Act of 28.9.1991 on forests (consolidated text: Journal of Laws of 2017, item 788 with further amendments: "Law on forests") covering works in the field of forest breeding and protection, fire protection, acquisition and spurtof wood, and hunting and schooling, to be carried out in the Forest District of Iława in 2019.

The Employer does not set specific requirements to meet this condition of participation in the procedure. • The Employer does not set specific requirements for the description of compliance with the condition for participation in the procedure regarding economic ability. Condition in relation to the situationfinancial statement will be fulfilled if the Contractor demonstrates that he has the financial resources or the creditworthiness. In order to confirm the absence of grounds for exclusion from the proceedings and to confirm the fulfillment of the conditions for participation in the proceedings, the Contractor will be required to provide the Employer with a Contractor's statement constituting preliminary confirmation of meeting the conditions for participation in the proceedings.submitted on the single European order document form (EAT). In order to confirm the fulfillment of the condition of participation in the proceedings regarding the financial situation, the Contractor will be obliged to provide the Employer with the information of the bank or cooperative savings and credit union confirming the amount of funds held or the creditworthiness of the Contractor, not earliermore than one month before the deadline for submission of tenders. If, for a justified reason, the contractor can not submit the aforementioned information, he may submit another document which sufficiently confirms compliance with the condition of participation in the procedure described by the contracting authority. The document confirming the fulfillment of the conditions for participation in the proceedings The Contractor will be obliged to submit within the deadlineNot indicated by the Employer, not shorter than 10 days, specified in the invitation sent by the Employer to the Contractor after the opening of bids. The above document should be valid as of the date of submission designated by the Employer. The assessment of compliance with the conditions for participation in the proceedings will be made in accordance with the formula "meets" / "does not meet", based on information contained in EED, thenerdzone in documents or statements submitted by Contractors. In the case of contractors jointly applying for the award of a contract, each of the conditions for participation in the procedure should meet at least one of these contractors or all of these Contractors jointly. None of the contractors jointly applying for the award may be excluded from the proceedings. If Contractorclaiming to meet several conditions of participation in the proceedings, indicate the same financial means or creditworthiness in more than one Package.

The Purchaser requires a bid bond in the amount specified below for the Packages: for Package I in PLN 43, 000.00 for the Package II in the amount of PLN 14, 000.00 for the Package III inPLN 32, 000.00 for Package IV in the amount of PLN 4, 000.00 for Package V in the amount of PLN 2, 000.00 Deposit should be submitted before the deadline for submitting bids.

Contractors who are not subject to exclusion from the tender procedure may participate in the proceedings. ordering in the circumstances referred to in art. 24 sec. 1 item 12-23 of the PPL, art. 24 sec. 5 points 1 2 and 4 8 PPL. To confirmno grounds for exclusion from the proceedings, and to confirm compliance with the conditions for participation in the proceedings, the Contractor will be required to provide the Employer with the following declarations and documents: the Contractor's statement as at the day of submitting the bids constituting preliminary confirmation of compliance with the conditions of participation in the procedure set out in this SIWZ and no grounds for exclusion, submitted on the form of a single European order document (hereinafter referred to as "EAT"), model provided for in the Commission Implementing Regulation (EU) 2016/7 of 5 January 2016 laying down a standard form for a single European order document (Official Journal of the EU L series 2016, No. 3, page 16). The content of EED was specified in Annex No. 6 to the ToR. The EAT declaration should be submitted before-expiry of the deadline for submission of offers, only in electronic form, with a qualified electronic signature. The rules related to submitting the form JEDZ in the form of an electronic document are described in chapter 8 of the ToR. certificate of the competent head of the tax office confirming that the contractor is not in default of paying taxes, issued not earlier than 3 months beforeexpiration of the deadline for submission of bids or other document confirming that the contractor has concluded an agreement with the competent tax authority regarding repayment of such receivables with possible interest or fines, in particular obtained legally permissible, postponement or installment payment of overdue payments or suspension in full execution of the decision of the competent authority; proper certificatethe local organizational unit of the Social Insurance Institution or the Agricultural Social Insurance Fund or other document confirming that the contractor is not in arrears with paying social security or health insurance contributions, information from the National Criminal Register in the scope specified in art. 24 sec. 1 items 13, 14 and 21 of the PPL and, regarding the conviction for a prison sentence, in the scope ofesie specified by the contracting authority on the basis of art. 24 sec. 5 points 5 and 6 of the PPL, the contractor's statement that the court has not been the subject of a final court decision or final administrative decision on late payment of taxes, fees or social security or health insurance premiums or in the event of such a verdict or decision being issuedwith any interest or fines or a binding agreement regarding the repayment of these debts (in relation to the exclusion referred to in Article 24 (1), point 15 PPL); the contractor's statement about: no decision against him as a preventive measure of the prohibition against applying for public orders (with regard to the exclusion referred to in Article 24 paragraph 1 subparagraph22 PPL); failure to issue a final judgment of a conviction court for violation of liberty or a fine to the extent specified by the awarding entity pursuant to art. 24 sec. 5 points 5 and 6 of the PPL; failure to issue a final administrative decision against him in breach of obligations under labor law, environmental law or social security provisions in theesie specified by the contracting authority on the basis of art. 24 sec. 5 point 7 PZP point 7 of the PPL; about not paying taxes and local fees, referred to in the Act of January 12, 1991 on taxes and fees.
