Framework Agreement to Provide Chemical Fertilizers, Seeds and Pesticides

Chemical Fertilizers, Seeds and Pesticides required to carry out activity in the 23 ISTIS Centers in Romania
Main Site: The provision to the 23 ISTIS centers in the country is coordinated from the headquarters in Bucharest. Centrel listISTIS where the products will be delivered is attached to the awarding documentation
Chemical fertilizers, seeds and pesticides are necessary for the optimal evolution of the experimental agricultural crops from the 23 ISTIS centers in the country
1) Statements regarding the non-compliance with art. . 164, 165, 167 of Law no. 98/2016; 2) Tenderers, third parties and subcontractors nu must be in the situations provided by art. 60 of Law no. 98/2016. (this statement will be presented with the DUAE).
The persons holding a decision-making role within the contracting authority are:

- Public Procurement, Service Provider S.C. Adast Global Consulting S.R.L. - Adina Stefan;
3) Certif(4) The judicial record of the economic operator and of each member of the management body, of the management or oversight of that economic operator or those having the power of representation, decision or control within it, as evidenced by the certifying certificate issued by the ONRC / document of incorporation, documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public procurement; other editing documents, as appropriate.
Mode of accomplishment:is the documents are justifying documents for the requirement no. 1 "failure to comply with the provisions of art. 164, 165, 167 of Law no. 98/2016 "and the DUAE will be completed for this purpose, and the above mentioned documents will be submitted, only at the request of the contracting authority, by the tenderer ranked first in the intermediate rankings completed at the evaluation of the tenders;) The economic operators submitting the tender must prove a form of registration in accordance with the law of the country of residence, it should appear that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the establishment and that he has the professional capacity to carry out the activities covered by the framework agreement.
Mode of accomplishment: completed(ONRC certificate or, in the case of foreign tenderers, equivalent documents issued in the country of residence), only at the request of the contracting authority, be submitted by the tenderer ranked first in the intermediate rankings drawn up at completion of tender evaluation; 6) Commercial registration certificateplant protection products issued by the National Phytosanitary Authority, according to the provisions of the Ordinance no. 41/2007, Chapter I art. 1;
7) Environmental permit issued by the National Agency for Environmental Protection according to O.U.G. no. 195/2005 approved by Law no. 265/2006 regarding environmental protection with subsequent modifications and completions, Chapter V art. 38 para.(2) and Order no. 1 798/2007 regarding the procedure of issuing the environmental permit, the annex to the activities subject to the environmental permit issuance procedure; 8) The ADR certificate issued according to the provisions of H.G. no. 1326/2009 on the transport of dangerous goods in Romania.
Method of compliance: supporting documents (authorizations / certificates or in the case of foreign tenderers, docu(2016, 2017, 2018) in the field of the subject matter of the Framework Agreement. The above mentioned data and information on 'Name of the output' will be displayed below. Determining the average value of the turnover will be calculated by the tenderer established less than three years, in relation to the actual period of activity.For the calculation of the average business equivalent in a currency other than lei, the average annual leu / currency exchange rate communicated by the NBR will apply.
