Based on the contract will be provided design services (SF) related to the investment objective" Extindere iluminat public in the parking lot Str. Siemens - C. Buziasului ", unique identification code: 14756536-2018-PAAPD 1001565, as required in the design theme and the conceptual note. The contracting authority will respond clearly and completely to all clarification requests / additional information, in on the 11th day before the deadline set for submitting bids, under the conditionswhere requests will be addressed at least 20 days before the deadline set for submitting bids. Clarifications submitted after this deadline will no longer be considered.

Main Site: Parking Str. Siemens - C. Buziasului - Timisoara and, as the case may be, at the headquarters of the contracting authority or at the supplier's premises.to the investment objective "Extend the public lighting in the parking lot Str. Siemens - C. Buziasului ", in order to elaborate the technical-economic documentation, respectively to draw up a feasibility study, as required in the design theme and the conceptual note.

Timisoara will at any time exclude the procedure for the award of the service contract, any economic operator-who is in one of the situations provided in art. 60, 164, 165 and 167 of Law 98/2016, with the latest additions and modifications, regarding the public acquisitions.

Exclusion reasons will be applied also to the supporters / subcontractors / third parties, as appropriate. the sanction of rejection of the offer as unacceptable, each economic participant in the process(the bidder, the associated tenderer, the subcontractor, the third party, as the case may be), will present with the offer, DUAE completed with information related to their situation.

Besides these will be presented both the declaration on own responsibility regarding the non-compliance with art. .60 of Law no.98 / 2016, with the latest additions and modifications, as well as, if necessary, the firm commitment of• The supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be submitted, only at the request of the contracting authority, the bidder ranked first after applying the atr criterionibuire on admissible tenders.

The supporting documents may be:

1) Within the documents attached to the participation announcement, DUAE is made available to economic operators inediting in editable format in order to complete it by the bidders. The participating economic operators will fill in the information / responses related to the exclusion / exclusion reasons, respectively the fulfillment of the qualification criteria requested by the contracting authority that have correspondence at the level of the acquisition data sheet (where it is clearexplicitly) and will not have the right to intervene on the DUAE format, respectively on the requirements imposed by the contracting authority, 2) to view the attached documents, the economic operators must have a necessary program to view the electronically signed files, 3) the economic operators have the right to submit the offer (DUAE completed, declaration of non-compliance in the provisionArt. 60 of Law no. 98/2016, with the latest additions and modifications, the technical proposal, the financial proposal, the document proving the participation guarantee and, if necessary, the support of the third party, the association agreements and / or subcontracting), only in electronic format, signed with extended electronic signature and only up to date and timethe limit set for the submission of tenders in the tender notice; 4) Requests for clarification regarding this tender documentation will be exclusively addressed to SEAP within the award procedure conducted by electronic means, the contracting authority will not respond to the requests addressed through a different way of communication than the established one. Anything doneinterested economic interest has the right to request clarifications or additional information regarding the awarding documentation, in compliance with the deadline stipulated by the contracting authority at head II.1.4) of this document, not later than 20 days before the deadline set for receiving bids. Clarifications submitted after this deadline will no longer be taken into accountnsiderare. According to art. 160 161 of Law 98/2016, with the latest additions and modifications, the contracting authority will respond in a clear and complete way to all clarification requests / additional information on the 11th day before the deadline set for receipt of tenders, in the extent to which they will be addressed at least 20 days before the deadline set forreceiving bids. The answers to the requested clarifications will be published in the SEAP within the tender notice; 5) If the contracting authority requests the submission of certain clarifications / completions in order to check the conformity of the offer with the required requirements, both the request and the bidder's answer are sent in SEAP, only in electronic format signed with signedextended electronic system. If the bidder's response is posted in SEAP without the extended electronic signature, its offer will be assimilated to the provisions of Art. 137 par. (2) lit. j) of GD 395/2016, with the last additions and modifications being rejected as unacceptable; 6) If, following the application of the "lowest price" award criterion, two or more offers ranked on-first place, equal prices, excluding VAT, new financial proposals will be requested through SEAP.
