The purpose is to carry out pre-op studiesrationales which will intervene upstream of the action of the public institution on its perimeter of intervention, or to support its action.

Main Site: 2 avenue Gruener, 42029 - Saint-Etienne.

Realizations of studies making it possible to evaluate the urban, regulatory, technical and financial feasibility of an urban project, the scale of a part of a city, a sector or a circumscribed site. L'accord-cadre does not include either minimum amount or maximum amount.

The application letter, form Cerfa DC1 or equivalent document, duly completed (including a declaration on the honor to justify that it does not enter in any of the cases mentioned in Articles 45 and 48 of the order of 23.7.2015 and in particular that it is in compliance with Articles L. 5212-1 to L. 5212-11 of the Code du Travail).

Proof of insurance for occupational risks in the process of being valid.

- the present public market is a framework agreement executed by purchase orders and by subsequent steps pursuant to article 78, 79 and 80 of the 2016-360 and of the article 4paragraph 3 of the order 2015-899,

- it contains neither minimum nor maximum amount,

- it is a framework agreement for the realization of studies to evaluate the feasibility urban, regulatory, technical and financial aspects of an urban project, on the scale of a part of a city, of a sector or of a circumscribed site, on the whole perimeter of intervention of the EPORA,

- the candidat can answer alone or in group (no form of grouping is imposed). Nominations and tenders are presented either by all the members of the group or by a representative who justifies the necessary authorizations to represent the other members of the group. - the contracting authority reserves the right to award the contract on the basis of the initial offers without conducting negotiations,

- in case of presentation of subcontractors, the applicant must provide, in addition to his own application, includes the documents required by Article 9.1. of the RC, an application file specific to the operator on which he intends to rely, composed of all the elements listed in Article 9.1. of the RC (except for DC1), completed by the following 2 pieces:

- Piece 7: a certificate of the legal representative of the partner concerned specifying that his means will be made available to the tenderer for the execution of the market concerns,

- - Exhibit 8: a declaration of honor to justify that he did not enter any of the cases mentioned inArticles 45 and 48 of the order of 23.7.2015 referred to above and in particular that it is in compliance with Articles L. 5212-1 to L. 5212-11 of the Labor Code concerning the employment of disabled workers.
