Feasibility study of a central production unit

This contract is for the designation of a consulting firm with proven experience in setting up community kitchens. This office will be entrustedthe mission of feasibility study, pre-design and assistance to the project management for the construction of a central production unit in the Charleroi region.

The central production unit will allow the production of about 25, 000 to 30, 000 meals per day in cold connection: cooking, cooling, packaging and storage awaiting transport. Sheshould occupy an area between 3, 500 and 4, 500 m not including the surrounding areas and car parks.

The mission includes 4 phases:

- phase 1: the expression of need: clientele referred to; evaluation of the quantities of meals to be produced; program and food offer; societal aspect; and public health project,

- phase 2: technical and operational feasibility studies: programbuilding and equipment needed; human resources assessment; environmental impact; detailed budget, logistic flows, ...,

- phase 3: assistance to the project management in the framework of a said market,

- phase 4: monitoring of the operation of the central production unit during a period of 12 months from the provisional acceptance of the building and / or equipment.

AAt the end of the second phase, the transition to the next phase will be made only after approval by the management bodies of the contracting authority. These bodies are either the executive board or the board of directors.

As part of its mission, the design office must also study the so-called circuits and in the vicinity in accordance with the various laws in force and recommendationss (guardianship). Biological sectors are to be investigated during the studies of the different circuits. The integration of food habits is part of the mission of the successful tenderer.

The assistance is carried out throughout the life of the file: from the design until the final reception of the building including the follow-up of the work of the architect, the technical studies, the differenyour project steps, the construction site, the follow-up of the installation of the equipment, but also the commissioning of the Central Production Unit and the monitoring of its operation for a period of 12 months from the provisional reception of the building and equipment.

The purchaser assists the owner of the work in the definition of.

Note that the actual market will dothe subject of a future market and is therefore not part of the present feasibility market. This contract will include architectural and technical studies, construction, supply and installation of equipment and materials, and maintenance of technical installations and equipment during the 2-year warranty period. It will also include maintenance contracts established after theguarantee period.

A public health study is underway and will be ongoing throughout the duration of this market. The successful tenderer of this market is making a contribution to this study. He participates in any meeting specific to this public health study. The successful tenderer of the present contract also participates in the definition of the management software of the central production unit.The owner could acquire or develop internally a software allowing the management of the orders, the management of the flows, the resources, ...
