CPV Description: DALI and SF services will be provided as follows:
Lot 1: Elaboration of the DALI for Modernization of the District Workshop (DALI) of the Police of Slatina consisting of 4 objectives:
- Modernization of Caloianca street with total proposed areato the study of about 3 620 sqm,
- Modernization of Teiului str. Liliacului with a total surface proposed for the study of approximately 6 400 sqm,
- Modernization of the Basarabilor Strand with a total surface proposed for study of approximately 1 413 sqm; - Modernization of the Barracks with total surface area proposed for the study of approximately 4 380 sqm.
Lot 2: Elaboration of the documentation for the approval of works(DALI) for modernization of the streets on which public transport circulates, consisting of 2 objectives:
- Modernization of the Vailor street with a total surface proposed to the study of approximately 12 250 sqm;
- Modernization of Vintila Voda Street with total surface proposed to study of approximately 8 450 sqm.
Lot 3: Elaboration of Feasibility Studies (SF) for Modernization of Streets on which thethe public sport consisting of 4 objectives:
- Modernization of the Heroes street with a total surface proposed to the study of approximately 2 030 sqm,
- Upgrading of the Podgoriilor Street with a total surface proposed for the study of approximately 1 360 sqm,
- Modernization of Vadului Str. the total surface proposed for the study of approximately 1 800 sqm;
- Modernization of the North Stream with the total surface proposed for approximate studyv 5 085 mp
Cunatum GP: Lot 1: 238 RON, Lot 2: 543 RON and Lot 3: 345 RON, (under 1% according to article 35, paragraph 4 of GD 395/2016).

(3) (5) of GD 395/2016 applying accordingly or by successive deductions from the amounts due for partial invoices in which case the contractor has the obligation to open the account at the disposal of the contracting authority, provided in par. (4) at the State Treasury unit ofthe competent fiscal body in its administration. The contracting authority shall issue / refund the performance guarantee in accordance with the provisions of art. 42 para. (3) a of GD no. 395 / 2016.
The financing of the contract is made from the local budget.
The bidders, associations, third parties, subcontractors, must not find themselves in the situations stipulated in art. 164, 165, 167 of the Law no. 98/2016, and as a way of fulfilling it, the presentation of the DUAE according to art. 193 par. 1 of Law 98/2016. The supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be presented at the request of the contracting authority only by the tenderer placed on the 1st place. These documents may be: a) Certification certificates regarding the lack of debts rest(b) the judicial record of the economic operator and of the members of the administrative, management or supervisory body of the company; the economic operator, or those who have the power of representation, decision-making or control within it, as well-(c) Where applicable, documents demonstrating that the economic operator may benefit from the derogations provided for in art. 166 par. (2), art. 167 par. (2), art. 171 of the Public Procurement Law 98/2016. D) Based on Art. 59-60 of L 98/2016, relating to generating situations-Conflict of interests, a statement to that effect will be made by all participants with the submission of the DUAE.

The tenderer must be legally constituted, not be in any situation of cancellation of the establishment, have the right to carry out the activity related to the object of the contract, and the activity to be authorized by the authorities competent. How to meet the requirement: DUAE will be completed by economic operators• At the CA's request, as a supporting document, the tenderer will submit the certifying certificate issued by the ONRC, which shows that the economic operator is legally constituted, is not in any of the cases of cancellation of the the constitution, which shall at least indicate the information related to the board of directors / organnull of management or supervision, the structure of shareholders, legal representatives, the organization and functioning of the economic operator, and the economic activity related to the object of the contract is authorized based on art. 15 of Law no. 359/2004. The information must be valid at the moment of its presentation.
Foreign legal / natural persons
Non-resident economic operators (foreigners): they will present equivalent documents proving a form of professional registration / attestation or affiliation (including in respect of the mentioned certifications / authorizations / attestations), which will result in the authorization of the foreign legal / physical person to carry out the activities which are subject to the present contract in correlation with the above mentioned requirements and rapplicable regulations in the country of origin / country in which the economic operator is established. Documents will be accompanied by an authorized translation in Romanian.
In the case of an association, each associate must submit the documents necessary to prove that he is authorized to carry out his part of the contract. In the case of submitting an offer in association, every one of usthe minimum requirement for qualification is fulfilled if each partner has authorized the activities for the part of the contract he will carry out.
b. The contracting authority shall, before transmitting the communication of the outcome of the award procedure, request the tenderer ranked first to submit updated supporting documentsis to demonstrate the fulfillment of all the qualification and selection criteria according to the information contained in the DUAE.
