CPV Description: Services for the development of DALI lot 1 for 4 objectives and elaboration of feasibility studies (SF) lot 2 for 3 objectives.
Feasibility study.
DALI and SF services will be provided, as follows :
Lot 1: Elaboration of the DALI for 4 objectives:
- Rehabilitation of Horia str.the total dust proposed for the study of approximately 3 150 sqm - Rehabilitation of the Brad Alley with total surface proposed to the study of approximately 2 500 sqm Rehabilitation of the Chestnut Alley with a total surface proposed for study of approximately 1 760 sqm Rehabilitation - G-ral Emanoil Ionescu with total surface proposed for the study of approximately 1 260 sqm Lot Lot 2: Elaboration of feasibility studies(SF) for 3 objectives:
- Modernization of Visinilor street with a total surface proposed to the study of approximately 700 sqm,
- Modernization of Pruni Street with a total surface proposed for study of approximately 4 500 sqm,
- Parking arrangement E. Ionescu with total surface proposed for study of approximately 3, 000 sqm.
The estimated total value of the public acquisition procedure is 59, 113 RON without TVA
Quantum GP: lot 1: 290 RON, lot 2: 299 RON. If you participate in several batches, const. the warranty can be done through a single entry, specifying the value for. each lot; Period of validity. GP: 120 calendar days from the deadline set for Dep. of. The guarantee instrument must provide that the payment of the participation guarantee will be executed unconditionallyat the first request of the beneficiary, on the basis of his / her statement regarding the guilt of the guarantor and shall be submitted in SEAP no later than the deadline and date of submission of the offers. 36, par. (1) and (6) of the Decision no. 395 / 2016.
In the event of a bank transfer, the account of the contracting authority RO57TREZ5065006X005684 open to the Treasury. The lack of this document in the submitted bid will lead to the rejection of the offer. Any request for prolongation of validity. of. will require the extension of the GP through the bidder's careThe amount of the performance guarantee will be 10% of the value of the contract without VAT. The guarantee is established within 5 working days from the date of signing the public acquisition contract by bank transfer or by a guarantee instrument issued under the law by a bank or an insurance company, which becomes an annex to-contract, the provisions of art. 40 par. (3) (5) of GD 395/2016 applying accordingly or by successive deductions from the amounts due for partial invoices in which case the contractor has the obligation to open the account to the contracting authority, provided in par. (4) to the State Treasury unit within the fiscal body competent for its administration. Account Authoritythe executor shall issue / refund the performance guarantee in accordance with the provisions of art. 42 paragraph (3) a) of GD no. 395 / 2016.
The financing of the contract is made from the local budget.
The bidders, associations, third parties, subcontractors, must not find themselves in the situations stipulated in art. 164, 165, 167 of the Law no. 98/2016, and as a way to accomplish it, it is required to present the DUAE cONF. art. 193 par. 1 of Law 98/2016. The supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be submitted at the request of the contracting authority only by the first ranked bidder. These documents may be: a) Certificate of absence of overdue debts related to the payment of taxes, of contributions to the budget(b) The judicial record of the economic operator and of the members of the administrative, management or supervisory body of the economic operator, or those having the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / act of incorporation, currentat the time of presentation. c) Where appropriate, documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of the Public Procurement Law 98/2016. D) Based on Art. 59-60 of L98 / 2016, on conflict-of-interest situations, a declaration to that effect by all-the participants with the submission of the DUAE.

The documents submitted will be accompanied by a certified translation in Romanian, signed with an extended electronic signature, based on a qualified certificate, issued by an accredited certification service provider. Romanian legal / natural persons:
Bidder treto be legally constituted, not to be in any situation of cancellation of establishment, to have the right to carry out the activity related to the object of the contract, and its activity to be authorized by the competent authorities. How to meet the requirement: DUAE will be filled in by the economic operators participating in the award procedure with the information related to their situation. to-the CA request, as a supporting document, the tenderer will submit the certifying certificate issued by the ONRC from which it appears that the economic operator is legally constituted, is not in any of the situations of cancellation of the constitution, which results at least in the information related to the board of directors / governing or supervisory body, shareholder structure, legal representatives, the organization and functioning of the economic operator, and the economic activity related to the object of the contract is authorized based on art. 15 of Law no. 359/2004. The information must be valid at the time it is presented.
Foreign legal / natural persons:
Non-resident economic operators: they will present equivalent documents proving a registration /attestation or affiliation from the professional point of view (including regarding the mentioned certifications / authorizations / attestations), resulting in the ability of the foreign legal / physical person to perform the activities subject to the present contract in correlation with the above mentioned requirements and the regulations applicable in the country of origin / country where the economic operator is stability. Documents will be accompanied by an authorized translation in Romanian.
In the case of an association, each associate must submit the documents necessary to prove that he is authorized to carry out his part of the contract. In the case of submitting an offer in association, each associate has the obligation to present the requested documents, the minimum qualification requirement-being met if each associate has authorized the activities for the part of the contract it will run. This requirement applies also to subcontractors and / or third-party supporters who fill in the information related to their situation at the level of a distinct DUAE.
