Isavia seeks expressions of interest from specialist contractors for the supply, operation and maintenance of Standard 3 Explosive Detection System (EDS) machines and their associated equipment at Keflavik International Airport, Iceland, as more fully described in section II.2.4.

Isavia seeks expressions of interest from specialist contractors for the supply, operation and maintenance of Standard 3 EDS machines at Keflavik International Airport, Iceland. The EDS machines and their associated equipment must meet all EU/ECAC Standard 3 and TSA certification, all relevant safety requirements and legislation. The EDS machines must be certified at a baggage throughput rate of at least 1200 bags per hour. All required equipment ancillary to the EDS machines for integration into the baggage handling system is included in this project scope, and is anticipated to minimally include all networking equipment, workstations for various functions of the multiple screening levels, and any additional hardware and software necessary to fulfill the screening process requirements at Keflavik International Airport. It should be noted that this procurement is part of a wider baggage handling system project being undertaken by Isavia, and the machines purchased will be integrated into a new baggage handling system at Keflavik International Airport that is currently being designed and will be procured under a separate procurement process. Extensive coordination with project stakeholders will be required throughout the design and construction process. Ongoing support and maintenance of the installed and integrated EDS machines and their associated equipment is included in the scope of this contract. Interested contractors must be able to demonstrate a proven track record of providing Standard 3 EDS technology within European /international passenger airports, which are at least of a similar size and scale to Keflavik International Airport.
EDS technology must comply with all EU/ECAC and TSA requirements and relevant legislation.
Prospective contractors should note that Isavia is using the InTend portal to manage this procurement process. All documentation will be made available through this portal. All communications by prospective bidders must be handled through this portal. Details are provided at section I.3 of this notice.
Please note that a "request to participate" for the purposes of this notice (in particular, section IV.2.2) is by completion and return of the Pre-Qualification Questionnaire by the stated deadline.
Prospective contractors should note that Isavia reserves the right to cancel or vary this procurement process at any point and will not be liable for any costs or expenses incurred by the prospective contractors in responding to this notice. Isavia also reserves the right not to award a contract to the lowest priced contractor or indeed to award any contract at all as a result of this procurement.
In relation to section II.1.5, the estimated value of the contract has been calculated on the basis of the total estimated cost price of 13 EDS machines. This figure does not account for the operation and maintenance services elements of the contract, which will be additional to the cost price and evaluated as part of the negotiated procedure.
In relation to section II.2.7, the term of the contract is stated to be 120 months (or 10 years). However, ultimately the contractual term is likely to need to track the whole life span of the machines, meaning that the term could be longer than the stated 10 years. In the first instance, Isavia expects that the initial term of the contract will be 7 years, with a right to extend as required.
In relation to section II.2.10, variant bids may be accepted by Isavia. However, this will only apply in circumstances where the form and content of the variant has been approved by Isavia in advance.
In relation to section II.2.11, it should be noted that Isavia requires 6-13 machines in total. 6 Of these machines will be purchased immediately, although one machine may be delivered at a later date. The remaining seven machines may be required over a longer term period. Isavia reserves the right to purchase one or more machines at each of Reykjavik, Akureyri and Egilsstaair International Airports. Such machines being part of the total 13 identified. Further, it should be noted that one or more of the machines may require to be "oversize".
