Logistics in the implementation of activities for organizing and conducting of work. seminars and trainings on projects, commissioned by the Ministry of Finance NF as a co-ordination body under the OP, co-financing. from the ESIS and the FM of the EEA and the NFM  The procurement involves selection of contractors to provide logistics for the organization of workshops, seminars and trainings on the draftimplemented by the NF of the Ministry of Finance in the capacity of the CA under the OP, co-financed by the ESIS and by the EEA FM and NM in the following lots:

Ensuring logistics in the implementation of organizing, preparing and conducting workshops, seminars and trainings of the Certifying Authority under the Operational Programs, as follows:

- workshops/ seminars / trainings for employees of the Certifying Authority outside Sofia - 6 pieces, participants in 1 pc. - up to 50 people, duration - 3 days / 2 nights with breakfast included. Maximum allowable cost - BGN 90 000 excluding VAT. - Workshops / seminars / trainings for employees of the Certifying Body outside the city of Sofia - 3, participants in 1 st. - up to 50 people, duration - 2 days / 1 nightincluding breakfast. The maximum eligible cost - BGN 30 000 excluding VAT - workshops / seminars / trainings with representatives of the institutions and bodies involved in the management and control of the European Structural Funds investment funds 2014-2020 outside the city of Sofia - 3 the number of participants in 1 piece. - up to 50 people, duration - 3 days / 2 nights with breakfast included. Mthe maximum eligible costs - BGN 45 000 excluding VAT - workshops / seminars / trainings with representatives of the institutions and bodies involved in the management and control of the European Structural Funds investment funds 2014-2020 outside the city of Sofia - 2 the number of participants in 1 piece. - up to 50 people, duration - 2 days / 1 night with breakfast included. The maximum allowable amount- workshops / seminars / trainings with representatives of the institutions and bodies involved in the management and control of the funds from the European Structural Investment Funds 2014-2020, in the city of Sofia - 2 issues, participants in 1 pc. - up to 50 people, lasting one day. Maximum allowable cost - BGN 5 000 excluding VATnumber 1 and lot 2:

The participant should be entered in the Register of Tour Operators and Travel Agents - part of the National Tourist Register, in accordance with Art. 61, para. 3 of the Tourism Act. For non-residents - in a similar register under the law of the Member State in which they are established.

When submitting a tender, the participant declares compliance with a requirementin Part ІV "Selection Criteria", point A "Fitness", item 1 of the enEEDOP.

Documents for proving in the cases of Art. 67, para. 5 and para. 6 of the Public Procurement Act - a copy of a valid registration document in the Register of Tour Operators and Travel Agents.

For non-residents - an equivalent document of the competent authority in the country in which they are established.

No requirements

When a tenderer submits an offer for more than 1-a separate item, in the package under Art. 47, para. (2) of the PPPP for each of the positions shall submit individually completed technical proposals (documents under Article 39, paragraph 3, item 1 of the PPPP) and separate opaque envelopes with the inscription "Suggested price parameters", indicating the position to which they refer .

The Contracting Authority allows the submission of one application for participation.

According to Article 47, paragraph 1 of the PPP, tenders-shall be submitted by the participants or by their authorized representatives - either personally or by post or other courier service with a registered shipment with a return receipt. The right to participate in the procedure has a person who satisfies the conditions of Art. 10, para. 1 of the Public Procurement Act and the requirements of the contracting authority. The contracting authority shall remove from the tendering procedure a participant for whom the grounds under point54, para. 1, Art. 55, para. 1 (1) of the PPA (unless it is proved that the participant has not ceased its activity and is able to execute the order under the applicable national rules for the continuation of the economic activity in the state in which it is established) and the grounds under Art. 107 of the Public Procurement Act. Participants must not have the circumstances under Art. 69 of the Anti-Corruption Act-and for the seizure of the illegally acquired property (PKONPI) and Art. 3, item 8 of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons controlled by them and their actual owners (ЗИФОДЮПРСРС), except in the cases of the exceptions under Art. 4 of ЗИФОДРЮПДРС. Participants declare the lack of grounds for removal and cocompliance with the selection criteria by presenting a single European Procurement Document (EEDOP). EEDOP shall be submitted in electronic form (EDEDOP), filled in according to Art. 67 of the Public Procurement Act and the instructions in the present documentation for participation. The enEEDOP presented must be signed with a qualified electronic signature by the respective persons according to Art. 54, para. 2 of the Public Procurement Act. Go to-eEEDOPs shall be accompanied by documents demonstrating the reliability measures taken (where applicable); a copy of a document showing the legal basis for the formation of a grouping (where applicable) and the following information:

1. the rights and obligations of the members of the grouping; distribution of responsibility among the members of the grouping, including solidarity of responsibility; ethe actions that each member of the unification will perform; representing the reunification partner.

The participants also submit a declaration under Art. 59, para. 1, item 3 of the Law on Measures against Money Laundering (LMML), in which it is declared a beneficial owner within the meaning of - 2, para. 1 and para. 2 of the additional provisions of the LMML - individual. The assignor may request from the participants at any timesubmit all or part of the documents proving the information specified in EEDOP when this is necessary for the lawful conduct of the procedure. The actual documents certifying the lack of grounds for removal from the procedure as well as the compliance with the selected selection criteria shall be submitted by the tenderer selected as contractor prior to the conclusion of the contract• The complex award is defined by the following formula:

KO - complex assessment;

P1 - "Professional competence of the staff";

P2 - "Accommodation category" indicator;

P3 - indicator "Quality and Environmentof the transport service ", P4 -" Financial evaluation "indicator,

0.20, 0.20, 0.10 and 0.50 - coefficients reflecting the relative weight of the indicators within the complex evaluation of the bids.
